Amending Fees in Chapter 10 of the
Hopkins City Code
Proposed Action
Staff recommends adoption of the following motion: Move to adopt Resolution 2003-
27. Resolution AmendinQ Fees in Chapter 10 of the Hopkins City Code.
Overview
Departments were asked to assess the costs of administering licenses and services
provided and compare them to the fees that are collected for those license/permit fees
and services. As a result, several fees were adjusted. While the adjustments help
defray the costs of the programs or services, in most cases they do not cover the cost
of the programs they represent.

The last fee adjustment was done in 2001. Not all of the fees that are being adjusted
today were adjusted then. Some fees have not been adjusted for several years.
The average increase is approximately 10%. Some are less than that amount and
others are considerably more.

. Changing Fees by Resolution
. The ordinances allow for fees to be changed by resolution from time to time. This
process allows the changes to be implemented sooner than an ordinance change,
eliminates the requirement of two readings, and saves the cost of publishing a legal ad.
. Are the Increases justified?
Some of the fees that are increasing this year were increased in 2001; others have not
been increased for several years. The fees can all be justified. In comparison to other
cities of similar size, the fees are for the most part on the low end of the scale. In the
past, the City has been providing services, charging fees, and paying for a portion of
the services from tax dollars and funds received from other governmental agencies.
The new fees are closer to being user paid. In some cases the fees now support the
program, in other cases, they do not yet support the program.
. Effective Dates
Fees will go into effect immediately.
Alternatives
.
1. Adopt resolution 2003-027, Resolution amending fees in Chapter 10 of the City
Code.
2. Approve some of the fees, but not all
3. Continue to a later date for more information
4. Deny changes to the fee schedule in Chapter 10 of the City Code.
Staff recommends alternative one.

RESOLUTION AMENDING FEES IN CHAPTER 10 OF THE
HOPKINS CITY CODE
WHEREAS, Hopkins City Code allows fees to be set by resolution and;
WHEREAS, City staff have reviewed the current fees and have recommended
increases and/or reductions of current fees and the inclusion of new fees,
NOW, THEREFORE BE IT RESOLVED, to adopt changes in Chapter 10 of the
Hopkins City Code as follows:
