Bids were opened at 2:00 pm Thursday, March 13, 2003 - see attached bid results.
The city's construction manager, Kraus-Anderson Construction Co., is recommending
award on four of the five contracts. They are recommending we re-bid the landscape
and irrigation work.
There were three bids submitted for the landscape and irrigation division, but one didn't
include a bid bond and another didn't acknowledge the three addenda issued to
bidders. Kraus-Anderson is recommending that this work be re-bid as two separate
contracts: one for planting and irrigation and another for constructing the retaining
walls. By so doing, Krause-Anderson believes the cost for this work would be less than
the low bid amount of $123,303.
There was a clerical error of omission in the Midwest Asphalt Co. bid - they did not
include pavement striping in their bid (an estimated $40,000 cost). Staff is consulting
with the City Attorney and the CM to determine the available legal options. It would be
in the city's best interest to award to Midwest Asphalt, as the second low bid, submitted
by Northwest Asphalt, Inc., was $425,435.00 - compared with Midwest Asphalt's bid of
$342,900.
Staff will deliver a Council Report with recommendations for award on Monday, March
17,2003.
