" ( '\ CITY OF . .pril 25, 2003 :~' I HOPKINS Council Report: 2003-078 PROPOSED FEE INCREASE FOR CURBSIDE BULK PICK UP AND ESTABLISH A FEE FOR APPLIANCE DROP OFF AT BULK DROP OFF EVENTS Pro~osed Action. Staff recommends adoption of the following motion: "Move to adopt Resolution No. 2003-044 which increases the fee charged for curbside pick up of bulk items and establishes a fee for drop off of appliances at the City's semi annual bulk drop off events. " Adoption of this motion will result in staff moving forward with the fee changes effective August 1~ 2003. Overview. A fee based curbside bulk pick up program is available to Hopkins refuse customers. In addition, twice a year the City offers a free bulk drop off event to its refuse customers. These programs are described in the Legislative Policy Manual, Chapter 8-D, No.3., sections 3.04,3.05 and 3.06. The current fee schedule for curbside bulk pick up was adopted in 1992. The fees for curbside bulk pick up are: . $15.00 per bulk item or % cubic yard loose material . $25.00 for sofa sleepers or air conditioners There is currently no charge for any item brought to the semi annual bulk drop off events .he bulk program costs are heavily subsidized through the refuse utility fund. Increasing bulk program fees will lower the refuse utility subsidy and help hold off a refuse utility rate increase. In 1992 the Bulk Collection Operating Loss was ($13,648). The actual Bulk Collection Operating Loss for 2002 is projected to be ($34,773). Staff proposes the following changes to the bulk programs: . Increase the fee for curbside bulk pick up to $25.00 per item or % cubic yard loose material Add a $20.00 fee for disposal of appliances at the City's semi annual bulk drop offevents If the proposed fees had been in place in 2002 the Bulk Collection Operating Loss for 2002 would have been ($7,573), lowering the refuse utility subsidy $27,200. How will the additional fee and fee increase affect residents of the City of Hopkins? The bulk collection fee is a user fee) therefore it will only affect those refuse customers who use the service. It would increase the curbside collection fee $10 per bulk item and add a fee of $20 per appliance dropped off at the bulk drop off events. Residents would be notified of the changes in the July/August Highlights. . Is the fee increase justified? The State Law requires that all major appliances be recycled. To comply with this law the City contracts major appliance pick-up with ARCA (Appliance Recyclers of America). Since 1992 our appliance recycle costs have gone from $7.00 per appliance to the current ARCA contract fees of $20.00 for the first appliance collected, $15.00 for the second and $10.00 for the third and subsequent appliances collected from the Same location. The City is also charged $15.00 per appliance picked up at the City's designated Bulk Item Drop Offs. In addition to these charges there is a $7.00 surcharge fee for each air conditioning unit picked up curbside and at the bulk drop off events. In 2002 AReA picked up approximately 165 appliances curbside from residential refuse customers and 480 appliances dropped off at our semi annual bulk item drop offs. The City bulk collection fee schedule has been in place since 1992. In 1992 the Bulk Collection Operating Loss was ($13,648). The projected actual Bulk Collection Operating Loss for 2002 is ($34,773) an increase to the refuse utility subsidy of$21, 125. . In 2002 there were 352 curbside bulk pick-up locations and 480 appliances were collected at the two-bulk drop off events. The average charge for each pick up location in 2002 was $30.00 (two bulk items @ $15.00 a piece). There was no charge to drop off appliances at the bulk drop off events. EXTRA REFUSE SERVICES 3.01 Carry out service a. Available (City Service Area) at an additional monthly charge to disabled residents only. b. The resident must use a city supplied container and have it in an outside location that is accessible. 3.02 Call Back Service a. If time allows and under special circumstances, the city may offer to return to a property on a day other than their regular refuse day for an additional pick up of refuse. An additional fee will be charged for this service. Fees are established by Council Resolution. 3.04 Special Bulk Item Pick-up (City Service Area). a. Conducted weekly (Thursdays) during the year on a call-in basis ONLY. Call before 2:00 p.m. on Wednesday for collection on Thursdays. b. The pick-up charges are established by council resolution and are based on a per stop and/or bulk item charge schedule. For loose volume material the fee is based on each 3/4 cubic yard of material set out for pick-up. c. Items accepted are those too large for normal refuse container pick up and MUST be liftable by 2 men. Maximum item size is 4' X 6'. d. All items are to be placed at the normal refuse collection site. All small items MUST be boxed or bagged. e. All items must be at least four (4) feet from the refuse container. f. See section 3.06, for items NOT accepted. Major appliances are accepted through this service. g. BULK ITEM DEFINlTION: Bulk items include furniture, sofas, stuffed chairs, mattresses, box springs, carpets, major appliances (excluding gas refrigerators and gas air conditioners), etc. Legislative Policy Manual -- Chapter 8-D 3 : ~--- . 3.05 Bulk Item Drop Off (City Service Area) a. A free drop off for bulk items will be conducted at a city designated location twice a year. b. Material brought by residents to the site will be collected in 30 cu. yd. roll off containers (licenses will be checked to establish residency). c. Amount not to exceed three (3) cubic yards [approx. one (1) pick-up truck load] per household. d. See section 3.06 for items NOT accepted. 3.06 Items NOT included in these extra pick up services. a. Hazardous Wastes. b. Other items not accepted include, but are not limited to; brush, yard waste, leaves, tires, junk cars, waste oil, paint products, car (lead) batteries, fluorescent bulbs, HID lamp bulbs, mercury switches, thermostats, button (mercury type) batteries, nickel cadmium batteries, gas refrigerators, and metal barrels or drums. c. Brush. See Sections 5 and 6 for more information on brush disposal. ' d. Yard waste/leaves. See Sections 6, 7, and 8 for more information on Yard Waste disposal. 4. RECYCLING 4.01 Curbside/Alleyway Collection 1. The City provides contracted curbside/alleyway recycling collection to residents within the City Service Area and by special contract, as an extra refuse service. 2. Recycle materials collected are; newspapers; cereal, cake, cracker, and chip cartons; metal food containers (aluminum, bimetal, "tin" cans); glass jars and bottles (any color); Plastic bottles with a neck (HDPE and PET) excluding those that previously contained motor oil or hazardous materials, mixed paper; and corrugated cardboard. Refer to current contract language for the most up to date information on materials collected. 3. Recycle materials are to be separated into three basic categories, and prepared. as described below. All recycle materials from Category 1 are to be placed together in the bottom of the recycling container or in a brown paper bag. All materials from category 2 and 3 are to be bagged or bundled separately and placed at the designated curb or alley location or placed next to the recycling container. CITY OF HOPKINS AMENDMENT TO APPLIANCE COLLECTIONIRECYCLING AGREEMENT This amendment is made on the 24th day of February, 2003 to the Agreement for Appliance CollectionlRecycling, originally dated April 15, 1996 between the City of Hopkins, 1010 First Street South, Hopkins, MN 55343 - ("City") and ARCA, 7400 Excelsior Blvd" St. Louis Park, M:N 55426 ("Contractor"). The Agreement is hereby amended as follows: Term: The term of this Agreement shall be from March 1, 2003 through February 28, 2004. Please note this is a one-year period; the date of signature by the parties not withstanding. This Agreement may be extended upon the written mutual consent of the parties, for,.sU.9~ additional period as they deem appropriate, and upon the terms and conditions as the parties shall mutually agree. . Compensation for Sen'ices: Effective March 1,2003 through the tenn of this amendment, the City agrees to pay Contractor $20.00 for the first appliance collected, $15.00 for the second and $10.00 for the third and subsequent appliances collected from the same location, on the same day, for weekly appliance recycling collection services regardless of the number of appliances requested by the City. A list of the exact number and location of appliances to be collected each week will be made available to Contractor by 2:30 p.m. on Wednesday of each week. Scheduled pick-up for appliances will be on Thursday following receipt of the list by Contractor. Contractor shall notify City of any delays in collection due to equipment problems or any other factor. In the event that an appliance scheduled for pick-up is not out, no charge will result, and no payment will be made to Contractor. The City also agrees to pay Contractor $15.00 per appliance picked up by Contractor at the City designated Bulk Item Drop Off location. the Bulk Item Drop Off is held twice per year, The City agrees to pay Contractor a $7,00 surcharge for each air conditioner that is identified on the list supplied by the City and is picked up by Contractor. After you've cleaned the yard, attic or basement, you can bring your junk to the MSC for disposal. Acceptable items include furniture, bikes, carpet, tires, left-over remodeling supplies and equipment such as lawn mowers or snowblowers. A disposal fee will be charged (fees range from $1,50 to $12.46) for these items. Appliances, electronics and household hazardous waste will not be accepted at the MSC; however, you can bring these items to the Hazardous Waste Drop-off at the High School on the same day, If you have clothing and household goods that you no longer use, but are in good condition, please bring these to the MSC as well.
