CR 2003-163 Accept Feasibility Report Order Public HearingNovember 5, 2003 Council Report 2003 -163 HOPKINS ACCEPT FEASIBILITY REPORT ORDER PUBLIC HEARING 2004 STREET IMPROVEMENTS PROJECT 03 -10 Proposed Action. Staff recommends the following motion: "Move that Council adopt Resolution 2003 -101, Resolution Ordering Public Improvement Hearing, 2004 Street and Utility Improvements, City Project 03 -10. This action continues an assessable project for street upgrading. Overview. At the September 16, 2003, meeting, the Hopkins City Council authorized city staff to prepare a feasibility study concerning street improvements on 1 Street North from 17 Avenue North to 21 Avenue North. The report is complete and is now submitted to Council for review and further action. A summary of issues is provided here, but staff will provide a detailed summary of the report at the scheduled Council meeting. Based on the deterioration in the pavement structure that has been recorded since 1994 staff's recommendation is to reconstruct this portion of roadway Water main upgrades include adding gate valves for system improvement. Some lowering and insulating of the water main will also be necessary. Sanitary sewer improvements include minor reconstruction of manhole tops to match street grades. Storm sewer upgrades recommended are quite extensive as we anticipated. The existing storm sewer from the intersection of 18 Avenue N. and 1 Street N. to Shady Oak Pond will be replaced with a larger 36 inch pipe. New inlets will be constructed inplace of the existing inlets due to their poor condition and additional inlets will be added at the intersection of 18 Avenue N. and 1 Street N. • Public Input A public information meeting was held on October 29, 2003, and a resident survey questionnaire was sent in the mail. Responses and feedback gathered at both the public information meeting and through the returned questionnaires have generally been positive. The input received from the meeting and the questionnaires will continue to be used and addressed throughout the final design process should the project be approved. • Costs and Assessments The total estimated project cost is $648,115.53. This includes a 10% contingency and engineering/ administration costs at 35 %. Of this amount, $216,542.90 is subject to the special assessment process based on the staff recommendation to implement a cap assessment rate of 24.85 per foot. A detail of costs is included in Appendix F the feasibility report. The City's standard assessment policy provides for abutting property owners to be assessed 70% of actual street reconstruction costs. However, based on the project costs this rate, $26.91 per foot would exceed 120% times the average of the previous three similar assessments. Staff calculated an average rate of $20.71 per foot and if adjusted for inflation this rate would be $21.99 per foot. Multiplying these two rates by 1.20 gives a cap rate of $24.85 per foot and $26.39 per foot with inflation. Since the assessment policy does not specifically require inflation to be included in the calculation staff is recommending the cap rate of $24.85 per foot to be used. • Project Budget The CIP estimated budget for the proposed project is $371,000. While the CIP budgeted cost is considerably lower than the estimated project cost, the CIP budget was based on the costs estimated in the Feasibilty Study prepared by SEH. The estimate by SEH did not include the same project scope related to street reconstruction. The impacts to the individual funds should be reviewed by the finance department but a preliminary review of these impacts show the individual funds involved will not be adversely affected. Staff is confident that the estimated project costs are conservative and that the actual cost will likely be lower once competitive bids are received early in 2004. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 2003 -101 RESOLUTION ORDERING PUBLIC IMPROVEMENT HEARING 2004 STREET AND UTILITY IMPROVEMENTS CITY PROJECT 03 -10 WHEREAS, the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements on First Street North from 17 Avenue North to 21 Avenue North. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: ATTEST: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of $216,542.90. 2. A public hearing shall be held on such proposed improvement on Tuesday, the 2nd day of December, 2003 in the Council Chambers of the City Hall at 1010 First Street South at 7:30 P.M and the City Clerk shall give mailed and published notice of said hearing and improvements as required by law.
