NOVEMBER 16, 2021
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, November 16, 2021 at 7:00 p.m. in the Council Chambers at City Hall,
1010 1St Street South.
Mayor Gadd called the meeting to order with Council Members Beck, Brausen, Halverson
and Hunke attending. Others attending included City Manager Mornson, City Clerk
Domeier, Assistant City Manager Lenz and Management Analyst Imihy Bean.
ADOPT AGENDA
Motion by Beck. Second by Hunke.
Motion to Adopt the Agenda.

PUBLIC HEARINGS
V.1. First Reading: Ordinance Amending Fees in Appendix A of the Hopkins City
Code; Imihy Bean
Management Analyst Imihy Bean provided a summary of Council Report 2021-110. Staff
has been reviewing the amount of combined time spent on all types of applications
between the Community Development Director, City Planner, Community Development
Coordinator, and the department's Administrative Assistant. Staff also consulted with the
City Attorney for best practice advice on establishing new fees.

Council Member Hunke questioned the escrow payment process. Ms. Imihy Bean
explained how the escrow would be used, tracked and potentially increased. Council
Member Hunke also questioned if the park dedication fees were comparable to other
cities. Ms. Imihy Bean stated the $5,000 fee is based upon projected park initiatives and
as proposed are comparable to other cities fees.
Council Member Beck questioned the solar permit fees and if the fees will encourage the
use of green energy. He wondered if the City wanted to absorb the fees. Assistant City
Manager Lenz stated that a majority fees are for electrical inspections. She noted there
is a cost for the electrical inspection fees since the inspections are not done by staff.
Council Member Hunke considered the solar fees to be reasonable. Ms. Imihy Bean
explained more about the SolSmart program. Council Member Beck preferred to see a
lower inspection fee but understood Council Member Hunke's concerns. Council Member
Halverson preferred the $400 fee versus paying for it out of City funds. Council Member
Brausen did not think the proposed fee would discourage someone from applying for the
permit. Mayor Gadd supported eliminating the fee. Ms. Imihy Bean stated the fee could
be reviewed again in the future.
Mayor Gadd opened the Public Hearing at 7:21 p.m. No comments were received.

Motion to approve the first reading of Ordinance 2021-1076 Amending Fees in
Appendix A of the Hopkins City Code.

Nays: 0. Motion carried.
ANNOUNCEMENTS
Mayor Gadd provided the upcoming meeting schedule. Council Member Beck suggested
making December 14 a regular meeting instead of a work session due to the projected
amount of action items on the December 7 agenda.
Motion by Beck. Second by Halverson.
Motion to make the December 14 meeting a regular meeting that starts at 6:30
p.m. in lieu of a work session that starts at 6:30 p.m.

City Manager Mornson thanked staff for special events and additional meetings they
have been preparing for and attending.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Brausen, second by Halverson, the meeting was unanimously adjourned at 7:26 p.m.
