VII.1. Discussion Regarding the 2022 Park Board Work Plan; Imihy BeanDecember 14, 2021 Council Report 2021-126 Discussion Regarding the 2022 Park Board Work Plan Proposed Action. Staff recommends that the Council offer any comments or direction regarding the proposed 2022 work plan for the Park Board. Overview: Over the past few months, the Park Board has been working to develop a work plan which guides the direction of the board for the 2022 year. During a work session in November the Park Board identified three priorities for the year: 1. Developing a Parks Master Plan – The city has not had a master park plan which evaluates the existing parks system and future needs for parks. Given the expected growth due to light right development the board feels it is important to have a Parks Master Plan to understand future needs and how to appropriately spend Park Development Funds. 2. Study and develop a recommendation on how sustainability does or does not fit within the scope of the Park Board – Following direction from the City Council, the Park Board will explore if the city’s work on sustainability and the environment should be overseen or directed by this board. 3. Develop a document outlining the decision-making abilities of the park board, policies, and identifying best practices for working with partners within the parks system. The document will serve to help transition future park boards – Given Staff and Park Board member transitions, as well as the partnership with Minnetonka Parks and Recreation, the board would like to outline the role more clearly that they play within the parks system and create a document which can train future park boards. The Park Board is seeking feedback and any additional direction the City Council has on their work for 2022. The proposed work plan will provide great direction for this board to move forward with the many great ideas the group has as well as provide guidance on the work that future Park Boards should do through a Master Park Plan. Additionally, a document which helps outline partners in the parks system will be beneficial for current and future park boards to understand who can help them accomplish future goals including comprehensive plan goals.
