CITY OF 3' ~ September 16, 2003 HOPKINS Council Report 2003-140 Order Feasibility Report 2004 Street & Utilitiy Improvements First Street North City Project 03-10 Proposed Action Staff recommends adoption of the following motion: Move that Council adopt Resolution 2003-085, Resolution Ordering the Preparation of a Feasibility Report For 2004 Street and Utility Improvements. This action is the first step in the process of improving selected streets in 2004 and assessing abutting properties per City assessment policy. A petition to improve any of the proposed streets has not been submitted to the City. Overview The 2004 - 2008 CIP identify street and utility improvements for the year 2004 along 1 st Street North from 17th Avenue North to 21st Avenue North. The first step in proceeding with the 2004 project is ordering a feasibility report. The process this year will be slightly different, City staff will draft the report rather than having a consultant produce it. Some supplementary information will be needed for the report such as Topographic survey and geotechnical background information. Staff will request quotes for these services and bring contracts to the council for approval at a future date. At this time staff is requesting City Council approval to proceed with the preparation of a feasibility study for the 2004 Street & Utility Project. Primary Issues to Consider . Project background . Council Report 2003-140 Page 2 Primary Issues to Consider . Project background The scope of the proposed 2004 Street and Utility Improvement Project is intended to deal with two issues, pavement condition and drainage improvements. The pavement condition on first Street North from 1 ih Avenue North to 21st Avenue North was last evaluated in 2000. The pavement condition index (PCI) for these blocks of 1 st Avenue North range between 40 and 67. PCI ratings in the 40's and 50's generally indicate some type of maintenance is needed. This maintenance could range anywhere between a mill and overlay to a full street reconstruction. One goal of the feasibility study will be to determine the best way to manage this piece of roadway infrastructure to maintain its value. In the 1997 Hopkins Flood Response Action Plan adopted by the Hopkins City Council, the area of 1 st Street North and 18th Avenue North was identified as Area No.3. In 1998 a feasibility report was produced that discussed several steps to alleviate flooding in Area No.3. Subsequent to that report some of the improvements have been implemented. The final recommendation listed, in the 1998 report, to alleviate flooding in Area No.3 is to increase the pipe size of the existing storm sewer system from 18th Avenue North to Shady Oak Pond. A more detailed report analyzing the entire Shady Oak Pond system was completed in May of 2003 by SEH Inc. The recommendation in that report suggests the existing pipe to be replaced with a 36-inch pipe. . Why order a feasibility report? Minnesota Statute No. 429 - Assessment Procedures, requires preparation of a feasibility report on assessed projects. The report will provide preliminary engineering information, project cost estimates and preliminary assessment amounts to help City Council decide whether or not to proceed with the project. It is also used to present and discuss the project with the abutting residential and commercial owners. . Project budget The 2004 CIP budget for this project is $371,000 ($90,000 from the City PIR fund, $200,000 from special assessments, and $81,000 from the Storm Sewer Utility Fund). These are estimates and are open to change contingent on level of improvement and extent of utility work. There is a 12" storm'sewer system provided to drain this localized low area. This stOIDl sewer system connects to the system in 1st Street North which connects to the 17th Avenue North system. This area floods whenever the storm water run-off exceeds the inlet capacity of the system. 'During July 1997, this problem was exaggerated due to street construction at the intersection of 1st . Street North and 18th Avenue North. ANALYSIS: . ReM conducted a field sUIVey of the localized low area in the alley south of 1st Street North between 17th Avenue and 18th Avenue to verify existing stonn sewer elevations on 1st Street as well as the topography adjacent to the low area in the alley. The localized drainage area directly tributary to the low'point in the alley is 2.5 acres (Figure 5). There is an inlet at the low point (elevation 925.9) :with a manhole ring casting and a Neenah R-4370 , '. ~ type D heavy duty drainage grate. The inlet capacity of this drainage grate with 0.6 feet head , . (elevation 926.5) not clogged is 3.35 cfs. The drainage grate has I I/2-inch wide slotted openings . " I which will allow the opening to become e,asily clogged. For design purposes, 1/2 clogged cond~tion of the inlet capacity is assume~ which lowers the inlet capacity with 0.6 feet head to 1.7 cfs. The 0.6 . , foot head or water level of926.5 was selected to protect existing garages. The 2:5 acre drCi;inage area generates 2.9 cfs, 3.5 cfs and 4.1 cfs runoff based upon a 2 year, 5 year and 10 year return period. . Stonn sewer piping from the catch basins in the alley is a 12-inch at 0.4% north to 1st Str~et, then a 12-inch at 0.73% east to 17th Street that connects to a 27 inch storm sewer drainage southon 17th Avenue. Capacity of the 12-inch full pipe is 2.4 cfs. Surcharged to a water level of926.S, the, 12- . inch pipe can carry 4.0 ,cfs. A full pipe has the capability to handle a 2 year return frequency but surcharged to 926.5 has the capacity to cany a 10 year return storm. 12 " . The localized low area is adjacent to a low area at 1st Street North an!i 18th Avenue. This intersecdon collects surface water from a 45 acre drainage area (Figure 6). Some of this surface .runoff is collected ,in the storm system on 17th Avenue btlt the majority is collected in the stonn system along 1st Street. The surface water runoff from the 45 acre drainage area is 43 cfs, 54 cfs and 63 cfs for a 10 year, 50 year and 100 year return frequency. The existing stonn sewer canying surface water away from Ist and 18th Avenue is an 18~inch to the west and a 12~inch to the east. The.12~inch connects to the 17th Avenue system and drams the alley area as well. ~we use elevation 926.5 as the water level in the low area of the alley and surcharge the pipeline on .15t acc.ordingly, the storm sewer capacity of the 18-inch at 0.04% grade west of 1st and 18th is 14 cfs and the capacity of the 12-inch east 0111st is 4.0 cfs. All contributing flow to these lpw areas in . .,.excess of 18 cfs will-pond higher than the 926.s-elevati.on (see Figure 7). . RECO:M1v.1ENDATION: There are three situations which cause localized flooding in this area. The first is inadequate inlet capacity in the alley area to allow the stonn water to enter into the existing stonn sewer pipe system. The second is the overland flow which collects at this location when the existing storm sewer pipe - . system is at capacity. The third is there is no outlet control at Shady Oak Pond. We recommend I improvements to this area in three phases. Phase 1 construction would be to increase the inlet capacity in the alley area to equal that of the existing pipe capacity. The.second part to Phase 1 would include the reconstruction of the concrete apron entrance to the alley to contain the overland flow within 1st Street North easterly to the 17th Avenue North drainage system. The third part to Phase 1 would be to bulkhead the existi11g stonn sewer connection from the west which allows the 18th Avenue North and 1st Street North pipe system to back flow into this alley area. 13 , I Phase 2 of construction would include the fo1l9wing: · Increase the pipe size from the alley to the eXisting stooo sewer system in 17th Avenue North, · Lower the intersection of 18th Avenue North and 1 st Street North to allow for the overland drainage to this point to enter this storm sewer pipe system, and .' Increase the pipe size ofthe existing stonn sewer system from 18th Avenue North to Shady Oak pond. - . Ph~e 3 construction would include the installation of outlet control at Sh?-dy Oak Pond. The outlet can be constructed before the Shady Oak Road upgrade or in conjunction with the planned upgrade of Shady Oak Road in 2001., Given the past flooding experienced v.rith Shady Oak Road, the City should seriously consider the pond outlet control along with the pond improvements identified for 1999. The cost of the Phase 1 improvements is estimated at $5,000 including engineering and administration. Sinole Source. 6.1.4.4 Lift Station, Minnetonka Culvert Crossing, and Island Dred!!ing Considering the proposed lift station, a 21-inch Rep culvert crossing to Minnetonka's jurisdiction, and dredging the islands, the pump size is 1200 gpm, the force main size is a 16-inch DIP, and the gravity system size is an 15"':inch RCP. Peak discharge for the proposed lift station and crossing is.3 cfs and 10 cfs, respectively. Peak elevation of Shady Oak Pond is 923.08 feet. 6.2 18th Ave N and 1s~ St N Flood Mitigation Options Considered 6.2.1 Replace Existing System and Inlets The intersection of 18th Ave Nand 1st St N floods during large storms due to inadequate capacity of the existing storm sewer system. The capacity of the existing storm sewer system is limited by an I8-inch Rep that allows 14 cfs to flow west towards Shady Oak Pond. The total inlet capacity of the inlets at the intersection is approximately 8 cfs. The intersection collects runoff from approximately' 35 acres. The boundary is shown in Figure 10 (Appendix A). The peak runoff for the 35-acre catchment area is summarized in Table 1. . Table 1 Peak Flows . To alleviate flooding the inlet capacity at the intersection and the storm sewer system capacity to Shady Oak Pond must be improved. Replacing the existing storm sewer system from the intersection to the pond with a 36-inch RCP at 0.45 % will increase the capacity to 45 cfs. Replacing existing inlets with more efficient grates will approximately double the inlet capacity. With the proposed improvements in-place the intersection will be protected from flooding during a 1O-yr/24-hr storm. The average depth of the proposed storm sewer system is 10 feet. Because of the d~pth of the proposed stom sewer system, 1st St N would need to be reconstructed from curb to curb. The City of Hopkins' Capital Improvement Plan (eIP) indicates street improvements for 1st 5t N are scheduled for 2004. The cost breakdown between street replacement and storm sewer replacement is in Appendix C. 6.2.2 Split Flow into Proposed Pond Outlet This option considered splitting flow from the intersection into the proposed pond outlet (option IT or IV) flowing south on 18th Ave. However, because the proposed outlet connects to an existing storm sewer system that surcharges from large storms, flood mitigation at the intersection would be minimal. 7.0 7.1 Financing' Opinion ,,~ Probable Costs' Detailed opinions of probable costs were developed for all options and improvements discussed in this report. They can be found in Appendix C. The totals in Table :2 show the opinion of probable cost assuming all improvements recommended in this report are constructed under the same contract. Option I will benefit from a cost sharing program with Hennepin County based on contributing drainage area of the shared storm sewer. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2003-085 RESOLUTION ORDERING THE PREP ARA TION OF A FEASIBILITY REPORT FOR YEAR 2003 STREET IMPROVEMENTS WHEREAS, it is proposed to improve 1 st Street North between the west line of 1 ih Avenue North and the east line of 21st Avenue North by reconstructing or rehabilitating the pavement and to assess the benefited property for all or a portion of the cost of the improvement, pursuant to Minnesota Statues, Chapter 429; and WHEREAS, City staff is requesting that these streets be upgraded under the City's assessment policy even though no petition for the upgrade has been submitted; and WHEREAS, the first step in the assessment procedure is the ordering of a feasibility report. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota, that the proposed improvements be referred to the City Engineer for study and that he be instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
