September 12,2003 Council Report 2003-142 Approve amendment to 2004-2008 Capital Improvement Plan Proposed Action. Staff recommends adoption of the following motion: Move that Council approve amendinQ the 2004-2008 CIP to delete the proposed 2004 trail construction proiects. Overview. The City Council approved the 2004-2008 CIP at the Au~ust 19, 2003 meeting. The approved CIP included a project to construct two trail segments: 1) 20t Avenue North to Shady Oak Road along the 2nd Street North ROW, and 2) Oakes Park to the Cedar Lake Trail along the Lake Street ROW and along a proposed trail easement extending west of Lake Street. The project is estimated to cost $103,750 of which $52,000 would be funded by the general fund and $51,750 would be paid through a grant. Upon closer examination of the proposed trail route west of Lake Street, staff has determined that there isn't a feasible way to obtain the necessary trail easement or construct the trail without significant impact on the surrounding single-family residential properties. The trail segment from 20th Avenue to Shady Oak Road is an expected low-use trail that will be reconsidered when 2nd Street North to Shady Oak Road is improved. Supportinq information. .
