The Three Rivers Park District is pursuing support and Metropolitan Council funding for
a trail system master plan that would establish a continuous multi-purpose trail from the
SW Regional LRT trail at 11th Avenue South in Hopkins to the Minnesota River Valley
trail system in Bloomington. The trail would include segments in the cities of Hopkins,
Edina and Richfield. The District is hoping to obtain Metropolitan Council adoption of
the master plan by year-end. This would then clear the way for potential Metro Council
funding.
The proposed Hopkins segment would run from the SW LRT trail at 11 th Avenue south
along the existing 11th Avenue trail (east side of 11th Avenue) to Westbrooke Way east
through Valley Park and into Edina at the southeast corner of Hopkins.
At the Council meeting, there will be a presentation by a representative of Three Rivers
Park District and Stanley Consultants, Inc.
The Park Board received the trail plan presentation at their September 15 meeting.
If City Council approves of the concept, there would be an open house scheduled in
October where interested residents could learn about the proposed master plan. The
Park District would like to receive a Hopkins City Council resolution of support by
November 2003.

. This item was continued from the August 19 Council meeting. The Festival is supposed to
report back to the City Council with information on the following items:

. written approval from the American Legion
meeting with the Police Department to address its concerns.

~~losed is the information requested for consideration regarding the Hopkins Raspberry Festival
~ Murphy Brothers Exposition.
SECURITY: Murphy Brothers provides their own security staff, and employs additional County
Sherriff staff to monitor the grounds.
SANITATION: H.R.F. has a long-standing business relationship with On-Site sanitation and will
hire their services for the event. Waste Management will provide garbage containment and removal.
HOURS OF OPERATION: Wednesday, July 15 through Sunday July 20,2004, Noon until
11 P.M., music and P.A.'s offat 8:30 P.M.
PARKING: St. Joe's is a private parking area and the only inconvenience is to their own congregation.
St. Joe's has determined that the benefits of the carnival out-weigh the inconvenience. The area is
surrounded by public parking lots and neighborhood parking for the patrons.
CITIGABLES: I have provided our proposal (enclosed) to the residents with the assistance of
Mr. Doug Palmer, and as stated in that letter, will be apprised of their opinion by the 9/16 meeting.

Concerning the August 19th Council meeting, I was under the impression that I was to appear only
regarding the closing of the north half of 12th Avenue South, not debating the carnival in general.
It was my understanding that once we had reached an agreement with a private party for space, we
needed only to pay for the permit. My apologies for the lack of information at that meeting. Further,
I encourage you to think not of potential complaints and problems, but the benefit to the Festival
and the city. Any ensuing complaints or problems would be the responsibility of the Festival and
St. Joseph's.

'Spectacular Attr'actions d/b/a Murphy Brothers Exposition.
This company has provided the carnival for our event for
the past three years and is scheduled to return this year.
Murphy Brothers' management team is friendly, professional
andrelfab!e. We have been pleased with the high quality
and exerting carnival rides and game booths they supply.
We are looking Fon.vard to working with them again this
year at tile St. Louis County Fair &. Air Show.

Dear Citigables Resident,
The Hopkins Raspberry Festival is constantly striving to develop our town festival
.to Minnesota's best, while providing as many entertaining events to the widest variety of
~e groups as possible. While we currently hold numerous events for our senior residents
and for our children from 2 years to 12 years, we are greatly lacking in events for our 13-20
year kids.
We have been working diligently with Murphy Brothers Exposition for the last three
and a half years to bring a classy, professional, state fair- grade midway and carnival to
Hopkins. Space has been the largest issue, with all of the new construction around town,
but we have happily partnered with St. Joseph's Church to use their parking lot.
Murphy Brothers Exposition, which has performed in St. Louis Park during Parktacular
for a couple of years and will again this year, and who just completed their operation at
The Taste of Minnesota, is excited to join the Hopkins Raspberry Festival.
Murphy Brothers is a very reputable, clean, and family oriented operation. Their
employees have a jewelry and dress code, they provide a top-notch sanitation and security
staff,they are insured to $20M, and are most respectful of the community, its residents,
property, and codes.
We at the Raspberry Festival humbly ask for your support in this matter, as we
feel this is a powerfully family-oriented event that can help us maintain a strong and close:-
knit community, while providing the kind of ageless entertainment that every festival needs.
This is also a substantial fund-raiser for both the Festival and the church of St. Joseph's.
/MIe were able to return the fireworks show to our schedule due to some generous d~nations received
~t year, but the revenue created for us from this carnival would finance the fireworks show
annually. St. Joe's, likewise, can do wonderful things with the estimated $10,000.00
they'll receive.
The carnival is tentatively scheduled to operate from Wednesday, July 15 through Parade
Sunday, July 20,2004. Although the desired hours of operation are Noon - IIPM, it should be
known that Murphy Brothers follows all local noise ordinances, and in this town, that means after
8:30 PM only incidental noise will be heard (the tent dance will probably drown that out).
