MINUTES OF HOPKINS HRA REGULAR MEETING
July 1, 2008
A regular meeting of the Hopkins Housing and Redevelopment
Authority was held July 1, 2008, at Hopkins City Hall. Present
were Chairman Eugene Maxwell and Commissioners Rick Brausen, Kristi
Halverson, Bruce Rowan and Cheryl Youakim. Also present were
Executive Director Rick Getschow, Assistant Executive Director
Kersten Elverum and City Attorney Jerry Steiner.

The meeting was called to order at 7:25 p.m.

No one from the public came forward to speak.

Commissioner Brausen moved, Commissioner Youakim seconded, to
approve the consent agenda. The motion was approved unanimously.

adjourn the meeting. The motion was approved unanimously. The
meeting adjourned at 7:27 p.m.

PROJECT NO. 1.
Proposed Action
Staff recommends adoption of the following motion: approve Resolution 2008 -042
modifying the Redevelopment Plan for Redevelopment Project No. 1
Overview
In February of this year the City Council authorized an application to Hennepin County
for Transit - oriented Development (TOD) funds to build and upgrade sidewalks on Blake
Road from Excelsior Boulevard to Highway 7. The TOD program requires that the
project site be within a designated Redevelopment Project Area. While some of the
proposed project site was within Redevelopment Project No. 1, other portions were not.
Staff is recommending modifying the Redevelopment Project Area to include all areas of
the Hennepin County TOD project site.
On July 22, 2008, Hennepin County approved a little over half of the requested TOD
funds, or $245,000. This award is contingent on the project site being within a
Redevelopment Project Area. Approval of Resolution 454 will allow the modification to
be filed with the State and Hennepin County, which will in turn allow the City of Hopkins
to use the TOD funds approved.
The City of Hopkins is also currently analyzing the Blake Road Corridor for a future tax
increment financing (TIF) district. TIF districts must occur within Redevelopment Project
Areas, as well. The modification proposed will allow both the use of the Hennepin
County TOD funds and the future consideration of a TIF district in the project area.

RESOLUTION NO. 454
RESOLUTION ADOPTING THE MODIFICATION TO THE REDEVELOPMENT PLAN
FOR REDEVELOPMENT PROJECT NO. 1.
WHEREAS, it has been proposed by the Board of Commissioners (the "Board ") of the Hopkins
Housing and Redevelopment Authority (the "HRA ") and the City of Hopkins (the "City ") that the HRA
adopt a Modification to the Redevelopment Plan for Redevelopment Project No. 1, referred to herein as
the "Redevelopment Plan Modification ", all pursuant to, and in accordance with, Minnesota Statutes,
Sections 469.001 to 469.047 and Sections 469.174 to 469.1799 inclusive, as amended (the "Act "), all as
reflected in the Redevelopment Plan Modification and presented for the Board's consideration; and
WHEREAS, the HRA has investigated the facts relating to the Redevelopment Plan Modification
and has caused the Redevelopment Plan Modification to be prepared; and
WHEREAS, the HRA has performed all actions required by law to be performed prior to the
adoption of the Redevelopment Plan Modification. The HRA has also requested the City Planning
Commission to provide for review of and written comment on the Project Plan Modification and that the
City Council schedule a public hearing on the Redevelopment Plan Modification upon published notice as
required by law.
NOW, THEREFORE, BE IT RESOLVED by the Board as follows:
I. The HRA further finds that the Redevelopment Plan Modification conforms in all
respects to the requirements of the Act and will afford maximum opportunity, consistent with the sound
needs of the City as a whole, for the development or redevelopment of the project area by private
enterprise in that the intent is to provide only that public assistance necessary to make the private
developments financially feasible.
2. Conditioned upon the approval thereof by the City Council following its public hearing
thereon, the Redevelopment Plan Modification, as presented to the HRA on this date, are hereby
approved, established and adopted and shall be placed on file at the office of the City Clerk.
3. Upon approval of the Redevelopment Plan Modification by the City Council, the staff,
the HRH's advisors and legal counsel are authorized and directed to proceed with the implementation of
the Redevelopment Plan Modification and for this purpose to negotiate, draft, prepare and present to this
Board for its consideration all further modifications, resolutions, documents and contracts necessary for
this purpose. Approval of the Redevelopment Plan Modification does not constitute approval of any
project or a Development Agreement with any developer.
4. Upon approval of the Redevelopment Plan Modification by the City Council, staff of the
City is authorized and directed to forward a copy of the Redevelopment Plan Modification to the
Minnesota Department of Revenue pursuant to Minnesota Statutes 469.175, Subd. 4a.
5. The staff of the City is authorized and directed to forward a copy of the Redevelopment
Plan Modification to the Hennepin County Auditor.
