CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, February 15, 2022 at 7:00 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck and Garrido
attending. Council Member Hunke was absent. Others attending included City Manager
Mornson, City Clerk Domeier, Public Works Director Stanley, Director of Planning and
Development Elverum, Assistant City Manager Lenz, Finance Director Bishop,
Community Development Coordinator Youngquist and City Attorney Riggs.

PRESENTATIONS
III.1. Hopkins Westwind Concert Presentation
Representatives from Westwind Concert Band provided a presentation with updates.
CONSENT AGENDA
Council Member Balan questioned language within the union contract. Assistant City
Manager Lenz clarified language for on-call and potential unrest or situations that occur
where stand by officers may be needed. Brief discussion was held about the sergeant in
charge percentages within the contract. Mayor Hanlon questioned taking into account the
inflationary period. Ms. Lenz stated that the contract sets out percentages for the next two
years noting that a market study may be warranted in the future.

PUBLIC HEARING
V.1. 2022 Community Development Block Grant Program Funds, Youngquist
Community Development Coordinator Youngquist summarized Council Report 2022-014.
Staff is proposing to allocate this funding to the Housing Rehabilitation Program, which

provides deferred loans to low and moderate income homeowners to make improvements
or repairs that affect the safety and habitability of their home or upgrade the home’s
energy efficiency.
Discussion was held regarding the program history, how Hennepin County administers
the funds and income definition used by HUD.

Motion to adopt Resolution 2022-009, Resolution Approving Proposed Use of
2022 Urban Hennepin County Community Development Block Grant Program
Funds and Authorizing Execution of Subrecipient Agreement with Urban Hennepin
County and any Third Party Agreements.

NEW BUSINESS
VII.1. Request for Proposals – 102 10th Avenue North; Elverum
Director of Planning and Development Elverum summarized Council Report 2022-015.
The City of Hopkins owns the property at 102 10th Avenue North, currently used as a
municipal parking lot. It serves as free parking for employees and customers of downtown
Hopkins and recently as a temporary park and ride location for Metro Transit. The lot is
underutilized for parking and at the January 7, 2022, goal setting session of the Hopkins
City Council, support was shown for soliciting proposals for a development on this site.
Ms. Elverum shared the options for the RFP, developer selection process and the sale
options through the HRA. Mr. Beck shared concerns about additional traffic if retail was

added. Council Member Garrido was supportive of some retail options du e to trail
proximity. Brief discussion was held about the number of stories included in the building
noting that more than two stories may not fit the neighborhood.
The Council supported owner occupied units such as townhomes but the general
agreement was to see what the market drives within the proposals and then evaluate the
affordability options. There was support for equity and sustainability components included
in the RFP.
The Council briefly discussed specific requirements for design. There was s upport to tie
the property to the trail but ultimately want to see developer designs regarding access,
building height and setbacks.
Debate was held regarding establishing the value. The Council supported waiting to see
what the proposed projects include but agreed having the estimate market value would
be helpful in considering projects.

Motion to Authorize staff to prepare a Request for Proposals for the disposition
of 102 10th Avenue North (Lot #800).

VII.2. American Rescue Plan Act (ARPA); Bishop
Finance Director Bishop provided an update of the preliminary results of the APRA web
survey, an overview of staff requests and requested feedback from the City Council
concerning the ARPA spending plan.
Council Member Balan requested clarification on the loss of funds for the arts center,
pavilion, parking and pavilion funds. Mr. Bishop explained the loss revenue with the funds.
He also questioned the Police Department initiatives and wanted more information on
requests. City Manager Mornson stated that staff will provide more information at a future
meeting. Mr. Beck questioned if the funds could be used towards new police and fire
positions. Mr. Bishop replied yes but noted it was a one-time funding. Mayor Hanlon
supported the opportunity to look at community and public safety strategies. Council
Member Beck supported off setting loss revenues for facilities but excluded The Depot
unless the funding was equitable from all stakeholders. He supported funding for public
safety based upon conversations in the community. Council Member Garrido supported
the previous requests about community safety and mental health. Mayor Halon supported
a third of the funding towards public safety, another third towards economic development
and the final third towards revenue loss. Mr. Beck supported 25% for each fund with an
additional 25% for other initiatives.

VII.3. Resolution Affirming the City of Hopkins Mission Statement and Adopting the
2022 Goals and Strategic Plan for the City of Hopkins; Mornson
City Manager Mornson provided a summary of Council Report 2022 -008. The City
Council held goal setting on January 6 and 7 to discuss previous goals and evaluate new
goals and the strategic plan. The goals and strategic plan publicly state those items the
City Council wishes to accomplish above and beyond the normal operations and everyday
services provided by the City.
Mayor Hanlon thanked City Manager Mornson for his presentation. He also recognized
staff for their daily contributions to the City. Mr. Hanlon shared how impressed he is with
the amount of work performed by staff.

Motion to adopt Resolution 2022-003, Affirming the City of Hopkins Mission
Statement and Adopting the 2022 Goals and Strategic Plan for the City of
Hopkins.

Nays: None. Absent: Hunke. Motion carried.

Balan, second by Garrido, the meeting was unanimously adjourned at 8:36 p.m.
