WORK SESSION PROCEEDINGS
APRIL 12, 2022
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, April 12, 2022 at 6:30 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Management Analyst Imihy Bean, Director of Public
Works Stanley, Finance Director Bishop and City Engineer Klingbeil.
Pavement Management Program Update and 2023 Project; Stanley
Director of Public Works Stanley provided an update on the Pavement Management Plan
and reviewed the proposed 2023 street and utility project.
Discussion was held about the proposed changes to 17th Avenue with the LRT project
and potential traffic impacts. Additional discussion was held regarding issuing debt, TIF
decertification, and utility improvements within projects. Mayor Hanlon requested budget
information on the TIF districts and the potential tax revenue from the new projects.
Mr. Stanley requested feedback on moving forward with the 2023 street project feasibility
report. City Council supported moving forward with the feasibility report and requested
updated road condition ratings for the future projects and tax levy projections.
Sustainability Update; Imihy Bean
Management Analyst Imihy Bean provided an update on sustainability initiatives and
accomplishments across departments.
The City Council thanked Ms. Imihy Bean for the environmental and sustainably work she
has completed. Mayor Hanlon requested future a climate action plan. Ms. Imihy Bean
shared upcoming initiatives, reaching the next goals and pursing grant opportunities.
Change of Meeting Start Times; Mornson
The City Council supported changing all meeting start times to 6:30 p.m. starting in June.
Staff will bring a resolution to a future meeting.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Hunke, second by Balan, the meeting was unanimously adjourned at 7:35 p.m.
