CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, May 3, 2022 at 7:00 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck, Garrido
and Hunke attending. Others attending included City Manager Mornson, Assistant City
Manager Lenz, City Clerk Domeier, Finance Director Bishop, Director of Planning and
Development Elverum, Facilities Superintendent Olson and City Attorney Riggs.
ADOPT AGENDA
Motion by Balan. Second by Garrido.
Motion to Adopt the Agenda.
Ayes: Balan, Beck, Garrido, Hunke, Hanlon
Nays: None. Motion carried.
PRESENTATIONS
III.1. Proclamation for Bike Month; Mornson
The City Council presented Access Hopkins with a Proclamation for Bike Month.

Motion by Beck. Second by Balan.
Motion to Approve the Consent Agenda.

2. Resolution to Change City Council Meeting Time; Domeier
3. Ratify Checks Issued in April 2022; Bishop
Ayes: Balan, Beck, Garrido, Hunke, Hanlon
Nays: None. Motion carried.
NEW BUSINESS
VII.1. Historical Society Update; Lenz
Mary Romportl, Interim President of the Hopkins Historical Society provided an update
on the Historical Society, the National Historic Registry Designation and the 907
Mainstreet facility.
VII.2. First Quarter Financial Report; Bishop
Finance Director Bishop provided the first quarter financial report. Brief discussion was
held about the next steps in the 2023 Budget planning.
VII.3. Debt Update; Bishop
Finance Director Bishop provided an overview and update related to the City’s debt.
Council Member Balan requested clarification on the planned debt. P ublic Work Director

Stanley provided a recap of the upcoming street projects. Council Member Hunke stated
that once the street ratings are provided that may dictate the future planning.
ANNOUNCEMENTS
Mayor Hanlon provided the upcoming meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Beck, second by Balan, the meeting was unanimously adjourned at 8:08 p.m.
