SUPPORT FOR ENVIRONMENTAL CLEANUP GRANT APPLICATION FOR VISTA 44
Proposed Action
Staff recommends adoption of the following motion: Move to approve Resolution 2022-038
supporting the Vista 44 LLC application for a Hennepin County Environmental Response
Fund grant.
Overview
In December 2019, Beacon Interfaith Housing Collaborative received land use entitlements
for development of a 51-unit apartment building, located on 1st Street South between 12th
and 13th Avenues South and known as Vista 44.
As part of the development of the project, the City of Hopkins supported grant applications
for environmental cleanup to the Minnesota Department of Employment and Economic
Development (DEED), the Metropolitan Council, and Hennepin County. Contaminated soils
were found on the property which must be remediated before development can begin. The
City was awarded a $172,300 grant from the Metropolitan Council and the developer was
awarded a $25,000 grant from Hennepin County for contamination cleanup.
The Minnesota Pollution Control Agency standards have a new requirement for a soil vapor
mitigation system. Beacon, doing business as Vista 44 LLC, is seeking a Environmental
Response Fund (ERF) grant in the amount of $101,500 from the Hennepin County
Environmental and Energy Department to help pay for these costs.
Developers may apply directly to Hennepin County for ERF grants, with a resolution of
support from the City. If approved, Vista 44 LLC would enter into a grant agreement with
Hennepin County. There would be no financial obligation or staff involvement from the City
with administration of this grant.

RESOLUTION 2022-038
RESOLUTION SUPPORTING THE VISTA 44 LLC APPLICATION FOR A HENNEPIN
COUNTY ENVIRONMENTAL RESPONSE FUND GRANT
WHEREAS the City of Hopkins, in 2019, approved the Vista 44 multifamily development
project within the City located on 1st Street South between 12th and 13th Avenues North; and
WHEREAS the City of Hopkins has acknowledged a contamination cleanup project on the
site; and
WHEREAS the City of Hopkins was awarded a Tax Base Revitalization Account grant from
the Metropolitan Council in 2020 to assist in contamination cleanup of the site to facilitate the
development; and
WHEREAS the City of Hopkins supported the developer’s 2020 application for an
Environmental Response Fund grant from the Hennepin County Environmental and Energy
Department, which resulted in a grant award; and
WHEREAS the City of Hopkins recognizes that additional cleanup funds are required for a
soil vapor mitigation system.
THEREFORE BE IT RESOLVED that, the City Council of Hopkins approves the
Environmental Response Fund grant application to the Hennepin County Environment and
Energy Department that was submitted on May 2, 2022 by Vista 44 LLC.
