CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, May 17, 2022 at 7:00 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Balan, Beck and Garrido
attending. Council Member Hunke participated via Zoom. Others attending included City
Manager Mornson, Assistant City Manager Lenz, City Clerk Domeier, Director of Planning
and Development Elverum, City Engineer Klingbeil, Director of Public Work Stanley and
City Attorney Riggs.
ADOPT AGENDA
Motion by Beck. Second by Garrido.
Motion to Adopt the Agenda.
Ayes: Balan, Beck, Garrido, Hanlon
Nays: None. Abstain: Hunke. Motion carried.
CONSENT AGENDA
Motion by Garrido. Second by Beck.

NEW BUSINESS
VII.1. Order Feasibility Report for the 2023 Street and Utility Improvements, City
Project 2022-010; Klingbeil
City Engineer Klingbeil and Nick Amatuccio with Bolton and Menk provided a summary
of City Council Report 2022-048. Staff has selected a qualified consultant to undertake

topographic survey work, geotechnical evaluation, a benefit appraisal report, and the
preliminary engineering report. Final design and construction observation services will be
negotiated separately after the feasibility report phase and the Council’s ordering of the
improvement project. Mr. Klingbeil provided the factors that are used in determining the
timing of projects including the lifespan of utilities.
Motion by Balan. Second by Garrido.
Motion to Adopt Resolution 2021-036 ordering the preparation of a feasibility
report for the 2023 Street and Utility Improvements and authorizing Mayor and City
Manager to enter into an agreement with Bolton & Menk, Inc. to prepare the report.
Ayes: Balan, Beck, Garrido, Hanlon
Nays: None. Abstain: Hunke. Motion carried.
PUBLIC COMMENT
Larry Hiscock, 302 7th Street South, Hopkins provided comments on the Hopkins Zoning
Code including tenant rights, equity impact assessments and form based incentives. He
requested support from City Council for Hopkins Park Plaza redevelopment tenants.
Comments were read on behalf of Martha Magruder, 10 5th Avenue South, Apartment 3,
Hopkins, about concerns for the Hopkins Park Plaza redevelopment.
ANNOUNCEMENTS
Mayor Hanlon provided the upcoming meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Beck, second by Balan, the meeting was unanimously adjourned at 7:18 p.m.
