Staff recommends adoption of the following motion: Move that Council adoot Resolution 2001-001. Resolution Declarina Adeauacv of Petition and Orderina Preoaration of Reoort. Knollwood Pond Imorovements. Proiect 00-14. Overview. Since early last year, staff and our consultant, Barr Engineering, have been working with Knollwood neighborhood representatives to work out details on scope and funding of improvements to the Knollwood storm sewer detention pond. Final agreement was reached and approved by residents who attended a November 29, 2000 neighborhood meeting. The proposed improvements include pond bank erosion control, new sodding and native plantings around the entire pond perimeter and new rip-rap installation at the storm sewer inlets. Knollwood neighborhood Association has prepared a petition requesting improvements be assessed equally to all Knollwood neighborhood property owners pursuant MN Statutes, Chapter 429. The petition is signed by 38 property owners, or 73% of the 52 residents. Staff requests City Council accept the petition and order preparation of a feasibility report. Primary Issues to Consider. The pond receives runoff from approximately 22 acres of the neighborhood area, including street runoff. The improvements will improve bank stability which will help improve water quality, protect the adjacent public streets and deter geese from using the area. All of these benefits have a public purpose in reducing future maintenance and repair of the pond and adjacent roads. . Project funding and schedule Proiect fundina: The proposed project cost is $75,000. This includes estimated engineering fees of $15,000 and a $60,000 estimated construction cost. To-date the city has paid $8, 124 in engineering fees. Staff proposed to the neighborhood a 70/30 cost sharing with the city paying 30% of the project costs. A certain petition requesting the improvement of the Knollwood Neighborhood storm sewer detention pond bounded by Park Terrace, Bridle Lane and Valley Way, filed with the Council on January 2, 2001, is hereby declared to be signed by the required percentage of owners of property affected thereby. 2.
