PRELIMINARYIFINAL PLAT--NINE MILE COVE SECOND ADDITION
ProDosed Action.
Staff recommends the following motion: Move to adopt Resolution 2001-18, approving a
preliminary/final plat for Nine Mile Cove Second Addition.
At the Zoning and Planning meeting, Mr. Thompson moved and Mr. Szuba seconded a motion to
adopt Resolution RZOl-1, recommending approval of a preliminary/final plat for Nine Mile
Cove Second Addition. The motion was approved unanimously.
Overview.
In 1997 the subject property was given approval to construct detached townhomes. At that time
32 lots were platted. The second addition was platted as an outlot. Now the first addition is
almost complete, and the applicant will be constructing an additional 24 homes.
The. applicant was originally approved to construct 62 detached townhomes on the former
Minneapolis Floral site, but. at the final platting of the first addition, the density was reduced to
56 units. The units on the Second Addition will be the same type of units as constructed in the
First Addition.

Primarv Issues to Consider.
· Does the proposed plat meet the zoning requirements?
The entire parcel was zoned as P.U.D., Planned Unit Development, in 1997. A P.U.D.
zoning allows for flexibility in the zoning standards. The density is less than the existing
zoning ofR-2.
The following are the typical lot setbacks:
front yard
side yard
rear yard
ten feet
five feet
25 feet
Does the proposed plat meet the subdivision requirements?
The plat as proposed meets the subdivision requirements.
Is a park dedication fee required?
A park dedication fee is required. Each unit will be required to pay $200.00.
· What was the discussion at the Zoning and Planning meeting?
Ms. Anderson reviewed the plat with the Commission. Ron Clark, the owner of the
property, appeared before the Commission. Mr. Clark stated that they are nearing
completion of Phase I and will be starting Phase II. No one appeared at the public
hearing regarding this item.
Alternatives.
1. Approve the preliminary/final plat for Nine Mile Cove. By approving the final plat, the
applicant will be able to plat the property as proposed.
2. Deny the preliminary/final plat for Nine Mile Cove. By denying t~e preliminary/final
plat, the applicant will not be able to plat the property as proposed. If the City Council
considers this alternative, findings will have to be identified that support this alternative.
3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION MAKING FINDINGS OF FACT
AND APPROVING APRELIMINARYIFlNAL
PLAT FOR NINE MILE COVE SECOND ADDITION
WHEREAS, an application for a preliminary/final plat SUBDOl-l has been made by Taurus
Properties;
WHEREAS, the procedural history of the application is as follows:
1. That an application for a preliminary/final plat was made by Taurus Properties on
February 23, 2001;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published
notice, held a public hearing on the application and reviewed such application on March
27, 2001: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staff were considered; and
4. A legal description of the subject property is as follows:
Nine Mile Cove Second Addition
NOW, THEREFORE, BE IT RESOLVED that the application for a preliminary/final plat SUBDO 1-1 is
hereby approved based on the following Findings of Fact:
1. That the preliminary/final plat meets the subdivision requirements with the P.U.D. zoning.
