CR 01-043 Order Assessment Hearing Knollwood Pond Improvements C\IY OF m HOPKINS March 29, 2001 Council Report 2001-043 Accept Bids, Order Assessment Hearing Knollwood Pond Improvements Proposed Action. Staff recommends adoption of the following motion: Move that Council reiect the bids received for this proiect based on the bids exceedina enaineer's estimate and city budaet. Overview. Council at its March 6, 2001 meeting held a public hearing, approved design plans and ordered bids on this project. The project was advertised, a pre-bid conference was held on March 22 and bids were opened on March 28. Two bids were received. The low bid amount was $78,750.80,310/0 above the engineer's estimate of $60,000. The second bid was $115,500,920/0 above the estimate. Staff believes these bids are too high and would like to re-advertise the project in October/November, 2001 for construction during winter/spring 2002. Staff will hold another public hearing prior to re-advertisement. Primary Issues to Consider. · Why the difference between engineer's estimate and low bid? The biggest differences are in the price of regrading the slopes, $10,000 vs. $2,400 and top soil, $30-$1 OO/CY vs. $10/CY. City staff and the engineer will discuss the bids with the contractors to determine whether or not a revised engineer's estimate should be done. The reason for the wide differences in cost is not known at this time. Public notification/involvement A public meeting was held on March 28. Staff presented the bids and stated that the recommendation would be to reject the bids and re-advertise in the fall. A letter will be sent to all Knollwood residents informing them of this action and the cancellation of the pending assessment. Before the project is re-advertised, City staff will assist the neighborhood and neighborhood association in considering alternative assessment formulas that may be more universally accepted by neighborhood residents..
