't C\TY Or: " m HOPKINS March 29, 2001 Council Report 2001-045 Approve Xcel Energy Street Lighting Contract - Excelsior Boulevard, Phase II Proposed Action. Staff recommends adoption of the following motion: Move that Council authorize the mayor and City Manaaer to enter into a. contract with Xcel Enerav (Northern States Power) for installation of 55 street liahts alona Excelsior Boulevard from Hiahway 169 to Blake Road. Overview. This contract would require NSP, now Xcel Energy, to install and maintain street lighting similar to those installed along Excelsior Boulevard from Shady Oak Road to 9th Avenue. The proposed $255,250 contract covers purchase and installation costs only. Energy and maintenance fees would be $6.45/uniUmonth. This is the same rate as those installed along the Excelsior Blvd, Phase I segment. If approved, the new lighting would be installed by an Xcel Energy contractor during road reconstruction in 2002. This is a 30% increase per light over the phase I, 1998 contract amount. The cost increase is due to increased labor and material costs. The cost for street lighting replacement has been included in the overall Excelsior Boulevard, Phase II city budget. The work will be funded from the city's municipal state aid fund account. The annual cost of energy and maintenance for this section of Excelsior Blvd street lighting will be $4,257/year. Scope of Maintenance 25-year coverage including: repair/replacement of knocked down or damaged poles, group relamp all lamps every 5-8 years, replacement of burned out lamps, replacement of failed ballasts, fuses, photo-electric controls, etc. Xcel Energy has been responsive in its maintenance/repair of the Excelsior Blvd, Phase I lighting. This cost reflects 2001 pricing for labor and material. I would also like the submit pricing to install lights on the City of Hopkins sign. To include; 6 ea. fixture's, cement base, all wire and conduit, and stub up conduit at (3) locations for irrigation. The cost to complete this will be $10,350.
