Approve New Liquor License Application for
Tuttle Hopkins Recreation Inc., a Minnesota Corporation, DBA
Tuttle's Hopkins Bowl
Proposed Action
Staff recommends adoption of the following motion: Move to approve an On-Sale
Liquor License and a Sunday On-Sale Liquor License for Tuttle Hopkins Recreation
Inc.. dba Tuttle's Hopkins Bowl. located at 107 Shady Oak Rd. along with the additional
supporting licenses.
Overview
Eugene and Laura Wright are in the process of selling the bowling center to the
applicant, Tuttle Hopkins Recreation Inc. The Corporation is owned by Michael,
Timothy, and Robert Tuttle. Michael is a resident of the Hopkins area. The brothers
operate Elsie's Bowling Center on NE Marshall St. Michael has an interest Stardust
Lanes on 26th Ave S, both in Minneapolis. The final step in the purchase is for Tuttle
Hopkins Recreation Inc. to obtain a liquor license from the City of Hopkins.
A certificate of insurance showing Liquor Liability has been submitted.
The police have investigated all parties and have found no reason to deny.

Primary Issues to Consider
Is there a liquor license available?
The City can issue ten on-sale liquor licenses. Nine on-sale licenses were issued in
2000. Eight licenses have been issued in 2001. This license will replace one of those
licenses, so the total number of licenses for 2001 will still be eight. We will still have
two licenses available.
Issues surrounding the Stardust Lanes in Minneapolis
Captain Liddy indicated that the number of calls at the Stardust Lanes has a great deal
to do with the location and the fact that the business employs off duty police officers for
security. Because the security system is proactive, it will generate more calls.
The application
Captain Liddy's memo also mentions that information on the principals and their
spouses sources of income was not provided. The information is listed, but was missed
by Captain Liddy.
Alternatives
1. Move to approve the application for an on-sale and Sunday on-sale liquor license
along with the supporting licenses.
2. Continue for more information.
3. Deny the license application.
