Staff recommends adoption of the following motion: Move that Council adopt Resolution 2001-24, Resolution supportina the construction of a screen fence alona the north edae of the Presidential Area neiahborhood. Overview. The Excelsior Boulevard, Phase II road reconstruction has been delayed until 2002. However, it is possible to construct a screen fence, as included in the Excelsior Boulevard construction plans, this year in order to visually screen the residential area from the traffic and upcoming year 2002 construction activity. This resolution will provide Hennepin County with City Council support that there is public purpose in continuing with quick-take property condemnation. Primary Issues to Consider. Stadler, Public Works Director CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2001-24 EXCELSIOR BOULEVARD, PHASE II BUFFER AREA SCREEN FENCE PROJECT WHEREAS, the City of Hopkins recognizes the need to delay the Excelsior Boulevard, Phase II road reconstruction (Hennepin County project no. 9227) until the year 2002; and WHEREAS, the building demolition and land clearing to-date have left the adjacent residential area without an adequate buffer from the Excelsior Boulevard (County Road 3) traffic negative influences; and WHEREAS, it is feasible to complete the property condemnation and construct the planned screen fence this year (2001) NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins that the City requests that Hennepin County initiate quick-take property condemnation action to complete property acquisition along the south side of Excelsior Boulevard thus allowing the City to proceed with 2001 planning and construction of a residential screen fence.
