CR 01-12 Transit HUB C\TY OF m . January 31,2001 HOPKINS Council Report 2001-12 TRANSIT HUB ProDosed Action. Staff recommends the following motion: Move to approve Alternative Three for the transit hub south of Excelsior Boulevard. Overview. Metro Transit conducted a transit study over the past several years. The result of the study was a restructuring plan for the bus service. As part of the restructuring plan, a transit hub needs to be constructed. Last fall the City Council determined that the hub should be located at the current site of the park-and-ride on Eighth Avenue and Excelsior Boulevard. The new bus service is scheduled to begin on March 31. Attached are three designs for the transit hub. Staff has reviewed the three designs and is recommending that alternative three be constructed. Metro Transit will also be reconfiguring the park-and-ride on a temporary basis. This design is the interim plan attached. This is temporary until construction can be started in the summer. A bathroom will also be constructed for driver use only. Primary Issues to Consider. . What are the specifics of the transit hub? . Will the 8th Avenue intersection operate at an acceptable level? . What are the pros and cons for the three transit hub alternatives? Alternative One Cons Buses enter on Fifth Avenue Buses and cars conflict in lot Tight turns for buses on Fifth Avenue Longer distance for buses to access hub 16-foot road through landscaped area Pros Close access on Excelsior Boulevard Patrons of park and ride are close to buses . Will the Eighth Avenue intersection operate at an acceptable level? The Eighth Avenue and Excelsior Boulevard intersection was reviewed for level of service with the transit hub operating. A level of service "A" represents the best operation with little to no delay for vehicles traveling through the intersection. A level of service "F" represents the worst operation, with major delays and congestion in the intersection. Level of service "D" is usually considered acceptable by most agencies in the Twin Cities area. The level of service for the Eighth Avenue and Excelsior Boulevard intersection is level "C" and "B", depending on the time of day. Attached are the AM and PM peak hour turning movements for the intersection. What is the staff recommendation? Staff is recommending Alternative Three. The main reason for this alternative being recommended is the separation of bus transfer area and park-and-ride lot. Alternatives. 1. Recommend approval of Alternative Three. By approving Alternative Three, Metro Transit will construct this transit hub. 2. Deny Alternative Three. By denying Alternative Three, Metro Transit will not construct this transit hub. This alternative will affect the start of the transit redesign. If the City Council considers this alternative, findings will have to be identified that support this alternative. 3. Approve another alternative. By approving another alternative, Metro Transit will construct this transit hub. 4. Continue for further information. If the City Council indicates that further information is needed, the item should be continued. . .
