CR 01-022 Approve Engineering Services Agreement for the Blake Water Tower Painting ~ , \ 1 y o February 15, 2001 - OPK\~ Council Report 2001-22 Approve Engineering Services Agreement For The Blake Water Tower Painting Proposed Action Staff recommends the adoption of the following motion: Move that the Council authorize the City Manager to enter into an agreement with SEHRCM for the engineering services related to the repainting of the Blake Water Tower. Overview The Blake tower was originally built on the current Post Office site on the east side of the City Hall. In 1967 it was taken apart and reassembled on the current site just west of the Blake School Campus. It was painted Sky Blue after it was completed. It was repainted in 1978. In 1987 the tower was sand blasted down to bare metal and a new primer system was applied to the tower. The paint system that was applied was the same one that was applied to the Moline Water Tower; the color was the same" Hopkins Grey". The paint system is in need of repainting and there are some minor repairs that will be performed during this project. The new paint system will be the same as the one that was applied to the Moline Water Tower. The new system should last another 10-12 years and possibly longer because of the new technology that is available now. Primary Issues to Consider . What is the estimated project cost? City cost? The estimated costs should be covered by the $500,000 that was entered into the Capital Improvement Plan. The cost of engineering services is $51,700. That figure is a not to exceed amount. . Project Schedule. Complete design: February-March, 2001 Award project: May-June, 2001 Construction: June 2001 . Engineering Selection Process and SEHRCM engineering fees. The staff was satisfied with the performance of SEHRCM on the Moline Water Tower and felt that they should complete the second tower project also. The same factors that led to the selection ofSEHRCM for the Moline Tower are relevant on this project also. (SEH) Dated: February 9, 2001 SEH SERVICES SEH will provide professional engineering services as described herein. A. GENERAL 1. Services performed by SEH will include the following: a. Pre-Design Investigations b. Design Services c. Construction Phase Services B. PRE-DESIGN INVESTIGATIONS Services provided by SEH under this section shall consist of: 1. Final review of the dive inspection video and written report by Liquid Engineering (LE). Review of as-built drawings and available specifications from previous work. Conduct a further field investigation to obtain additional data not included in the report/video, and to verify certain available information. This field investigation will include, but is not limited to: . Paint chip sampling . Dry film thickness readings . Adhesion testing . Measurement of tank accessories 2. Identify regulatory policy (i.e. EP A, MPCA) based on geographic location and structure type for the tank. 3. Design meeting with City staff to discuss reconditioning options (means and methods) for the tank and proposed scheduling. C. DESIGN SERVICES 1. SEH will prepare pertinent drawings and documentation for tank appurtenances to bring the tank into compliance with current A WW A and OSHA safety guidelines, as discussed in the LE reports or information obtained in the Pre-Design phase of the project. If requested, all drawings for tank modifications shall be provided to the City on a digitized format compatible with City computer software. Short Elliott Hendrickson Inc. The design will be done for upgrading the electrical system, by replacing the existing fuse panel with a breaker panel. Also, the light on top of the tank will be removed or replaced. 4. A catwalk or handrail will be designed for installation around the top. 5. A safety climb system will be specified. 6. The relationship of the fence to the legs will be included in the specifications to make the contractor aware of this feature and how it may affect containment if containment is required. 7. A final construction estimate of the reconditioning costs for the project will be prepared. 8. Upon completion of the plans and specifications (outlined below), SEH will provide administrative support services related to the bidding process; . Assistance in bid processing . Response information to bidders . Preparation of addenda (if required) . Contractor recommendation . Assistance in contract award 9. Plans and Specifications: Construction documents will be prepared and bid for the 0.5 million gallon Blake Water Tower. Documentation in this section will include the following items in CSI format: Section I - Advertisement For Bid As directed by the City of Hopkins, SEH will prepare and submit the ad for bid. Section II - Instruction To Bidders This section will provide concise instruction to the perspective bidders regarding: bidder qualifications, contract time, taxes and permits, legal requirements, bid security, pre-bid conference, and the information relative to the bidding process. Section III - The Evaluation Report A copy of the evaluation report, text, lab results, and photos will be enclosed to provide perspective contractors a clear scope of the proposed project. Section IV - Bid Form This section is composed of the bidding document, legal requirements, and the tabulation form for qualifying subcontractors and suppliers. Section V - Contract Agreement This section includes the agreement between Owner and Contractor Section VI - Construction Performance and Payment Bond This section includes corresponding f~rms for the performance and payment bond. Section VIII - Supplementary Conditions These supplementary Conditions amend or supplement the Standard General Conditions of the Construction Contract, and other provisions of the Contract Documents, such as procedures for final inspection. Section IX - General Prolect Requirements This section contains elements regarding reference standards, processing of submittals, progress schedules, contractor's use of Owner's facilities, work to be provided by the Owner, project coordination and meetings, and project closeout. In addition, specific sections addressing review by MPCA of issues covering state and federal regulatory requirements for the removal, abatement, and containment of coating systems that may contain restrictive heavy metals will be included, or addressing requirements for control offugitive dust emissions. Section X - Specifications This section will include technical sections specifically related to the project with regard to: site restoration, erosion control, disinfection of the storage facility, work quality, regulatory requirements, coating selection, surface preparation (in accordance with NACE and SSPC guidelines), coating applications, weather monitoring, field testing, field quality control, tank repairs/modifications, accessories. Section XI - Plans The plan section will include the site plan and any necessary drawing detail related to proposed structural modifications and/or accessories, and the items as may be added during design discussions with City staff. D. CONSTRUCTION PHASE SERVICES SEH will be responsible for the preparation and conducting of a preconstruction conference. Project administration will include process and execution of all relative documents: pay requests, change orders, inspection and testing reports, and details of anyon-site meetings. SEH will also provide services related to project closeout, including final inspection. SEH maintains a staff qualified to perform the required on-site testing and inspection associated with surface preparation and coating reapplication of water storage facilities. SEH services follow inspection practices and standards as set forth by the International Association of Corrosion Engineers (NACE), Steel Structures Painting Council (SSPC), American Welding Society (A WS), and the American Society of Testing and Materials (ASTM). Inspections include: . Daily review of contractor's surface preparation, coating methods, and procedures . Inspection of contact materials such as abrasives, coatings, and additives for proper use and specification compliance · Observance of contractor compliance to current state and EP A environmental standards and independent TCLP sampling of generated waste material prior to disposal .
