Approve Concept Plan, Excelsior Blvd/Milwaukee St and Jackson Ave/St Louis Street
Intersections
Proposed Action.
Staff recommends adoption of the following motion: Move that Council approve concept
roadway and intersection plans as presented. Approval of concept plan does not
preclude further review and future plan changes. Further review and changes would
occur during the preliminary design phase.
Overview.
Staff believes that the proposed concept roadway plan offers the best solution for
providing improved access to the Medica project redevelopment site and other areas of
northeast Hopkins. Several agencies, including Hennepin County Transportation,
MnDOT Railway Office and HCRRA have concurred with the basic concept of centering
the railroad and future busway/LRT to run diagonally through the intersection. There
have been two public presentations of this concept plan, the May 10 Medica/City public
information meeting and the May 29 Zoning & Planning Mtg. Staff has received several
comments on the design and are currently reviewing each of them. Staff now requests
authority to move to a preliminary design phase in order to keep on-track for a May,
2002 construction start.

Analvsis of Issues
Public Input
To-date the public has brought up the following concerns regarding these roadway
improvements:
. Consider ways to allow some intersection turning movements during train
crossing
. Consider grade-separated (tunnel) trail crossing across north leg of Excelsior
Boulevard intersection
. Mr. Steve Shaw's proposed intersection plan (attached)
. Improve safety of all pedestrian crossings, especially north/south across
Excelsior Blvd from Presidential neighborhood area
. Keep bus stops easily accessible
. Consider overall Medica project impacts and effect of intersection plans
regarding increased traffic on 2nd St NE and Minnetonka Mills Road
. Consider cul-de-sac on Monroe Avenue
. Consider Alliant-Tech site future traffic in design of new
intersectionslroadways
. Impact on emergency vehicle response to NE Hopkins area
. Project funding
Other Design Issues
Other design issues include: SuperValu property acquisition and underground fuel
tanks and fire protection system piping/valves and "whistle-free" railroad crossing
design.
Project Schedule
Staff has shown the attached project schedule at the two aforementioned public
meetings. Most noteworthy is the fact that analysis of public concerns and design
issues and outside agency reviews must be completed before City Council considers
the preliminary layout approval. Preliminary layout approval is shown on the schedule
as July 3, 2001 but in all likelihood will not be before July 17, 2001.
