BLAKE WATER TOWER PAINT PROJECT

Proposed Action.
Staff recommends adoption of the following motion: "Move that Council. adopt
Resolution No.2001-36. Resolution for Award of bid. Blake Water Tower Paint Proiect
No.2001-03.
Overview.
.
City Council at its May 1, 2001 meeting, approved final plans and ordered bids on the
Blake Water Tower Paint Project. The tower is located at 151 Tyler Ave. So. At 11:00
on May 30, 2001 bids were publicly opened for this. project. Six bids were received with
the low bid of $210,000 submitted by Maguire Iron, Inc. It is their intention to
subcontract this work to Tri-State Industrial Coatings from 16258 150th Street, Wadena,
Minnesota 56482. This is the same project supervisor that painted the Moline Water
Tower last year. He is the owner of the painting company. Staff now requests that
Council approves and proceed with the award and rehabilitation of the Blake Water
Tower Paint Project.

Analysis of Issues
. Review of Bids and Contractor
The project received six bids and they were very competitive with $194,100 between the
lowest and highest bids. The lowest bid of $210,000 is 28% lower than the engineer's
estimate of $291,250. The contractor was the supervisor on the Moline Tower Paint
Project last year and he is now the owner of Tri-State Coatings and he is subcontracting
with Maguire Iron, Inc on this project. His job performance on the Moline Tower was
satisfactory and the engineer and staff are recommending that the project be awarded to
the lowest bidder.
Project Budget
The project cost is well within the budgeted amount that is in the CIP. The bonds for this
project were sold last year to cover the cost of both water tower painting projects.
. Project Scope
The project scope includes: removal of the old paint, repairs both inside and out,
installation of a new access ladder and tank vents to the water tank and upgrade to the
electrical system and railings. The tank will have "Hopkins" spaced out evenly three
times on the tank to match the Moline Tower.

MOLINE WATER TOWER PAINT PROJECT
CITY PROJECT NO. 2001-03
BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, that
the bid of Tri-State Coatings is the lowest responsible bid for Rehabilitation and
Recoating of the Blake Water Tank as specified in City Project No 2001-03, and that the
Mayor and City Manager are hereby authorized and directed to enter into a contract
with said bidder for and on behalf of the City.
Adopted by the City Council of the City of Hopkins this 5th day of June, 2001.
