Re: Public Works Site Study
At the Work Session on June 26, 2001 I will present the site study that we have
conducted over the last two months. As we examined possible space options for the
Police and Fire Departments, we focused first on identifying possible sites for
expansion and/or new facilities that would meet the response area needs identified
by the Fire Department, and involved land currently owned by the City. That focus
came to the current Public Works site. Because of budgeted and planned expansion
of the storage building on that site, this study was directed to quickly analyze the
feasibility of adding another task building to that that property.
This study seeks to identify operational impacts for both Public Works and Fire
Department. The study also identified construction and building costs that might be
expected from different building options on that site. A look at water retention,
utilities, and other infrastructure impacts will be added along with associated costs.
To begin the process we needed a consultant with expertise in all those areas. I
solicited information from several firms, deciding to request proposals from three
with a broad band of experience. With those three proposals I met with the Public
Works Director and Fire Chief and we all came to a decision to use the firm of Short
Elliott Hendrickson Inc. Both the Fire Chief and Public Works Director have
experience working with this company. The architect heading the consulting group
designed. a process that explored the various impacts and facilitated formation of city
employee based design teams to look at building placement options.
The process to look at operational and building placement was done by three design
teams. Each team included members of the Public Works Supervisors, Fire
Department Command Staff and a representative from SEH Inc. Each team was
tasked to design three possible solutions using photomaps of the site and cut outs to
represent anticipated outlines of buildings on the site. The creative process was
energetic and fast paced. Each team submitted three designs that were reviewed by
the entire group. The top design was selected after an open debate on each

into a full concept plan. The three concepts will include cost estimates made from
general building costs to include site costs specific to each option.
No perfect solution will be presented. Each concept will have varied impacts on
operations for both Public Works and Fire Department. Concepts will include
advantages and disadvantages of each concept as discussed by the design teams.
Nancy G. Schultz, the lead architect on this project, will first review each of the
concepts; the Public Works Director and Fire Chief will be on hand to discuss their
opinion of those operational impacts.
I hope this will facilitate a discussion from Council that will allow staff to proceed
with planning for this site or to look at other alternatives. I look forward to this
discussion on Tuesday.
