A regular meeting of the Hopkins City Council was held on June 1 9, 2001, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Brausen, Jensen, Hesch, and Johnson.
Also, present were staff members Mielke, Genellie, Stadler, Kerrigan, Reid, and City
Attorney Jerre Miller.

Mayor Maxwell called the meeting to order at 7~40 p.m.

Council Member Hesch moved and Council Member Jensen seconded a motion to approve
the Consent Agenda. A poll of the vote was as follows: Council Member Brausen, aye;
Council Member Jensen, aye; Council Member Hesch, aye; Council Member Johnson, aye;
Mayor Maxwell, aye. The motion carried unanimously.
V. OATH OF OFFICE
1. Chemical Health Commission
Jacob Stacken and Kelsey Hessel were sworn as student representatives of the Chemical
Health Commission.

Chief Reid said that the Civil Service Code was established the 1 940' s. The control and
supervision over the hiring, promotion, discipline and discharge processes involving
employees of the Police Department are now dealt with in the collective bargaining
agreements, Administrative Policy 8-C, and State Statute. The Commission no longer
conducts hiring or promotional testing. They approve the process designed by department
staff. Chief Reid said that timelines and the bureaucracy added to the hiring process place
the Police Department at a competitive disadvantage when recruiting quality candidates for
open positions.
Council Members Hesch and Jensen both stated that one goal of the Council is to reduce
unnecessary bureaucracy. The Commission is no longer a useful tool, but in fact reduces
safety and the effectiveness of the department.
Council Member Hesch moved and Council Member Jensen seconded a motion to adopt
Resolution 2001-39 as the first of two approvals necessary to abolish the Police Civil
Service Commission of the City of Hopkins. A poll of the vote was as follows: Council
Member Brausen, aye; Council Member Jensen, aye; Council Member Hesch, aye; Council
Member Johnson, aye; Mayor Maxwell, aye. The motion carried unanimously.
VIII. ADJOURNMENT
There being no further business, Council Member Johnson moved and Council Member
Jensen seconded a motion to 'adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:03 p.m.
