City of Hopkins - Fire & Public works New Facility .. July 20, 2001 FIRE & PUBLIC WORKS NEW FACILITY AND POLICE FACILITY REMODEL Overview The City of Hopkins is beginning the process of analyzing the space needs of the Police, Fire and Public Works departments. A consultant was hired to determine if the current public works location could be modified to include a fire station on its' foot print. It appears that this is a possiblility. Finance is to determine the effects of these projects on citizens and business owners. Options of Financin2 There are two different ways to fund a project of this nature. The first is to ask the voters for their support on the fire and police projects and do a referendum levy. If a referendum levy is passed, the tax payers in the City of Hopkins will pay for the project over the next twenty years by having a levy applied to them based on the market value of their property. If the referendum levy is voted down, the city will need to come up with another plan for accomplishing the space needs of the police and fire. Public Works may still issue revenue bonds to build a storage facility and pay the bonds back from enterprise revenues and a lease to the general fund. The second is to sell HRA lease revenue bonds without voter approval. Taxes will be levied to pay back the bonds over twenty years. The levy will be applied to tax capacity instead of market J value. CommerciallIndustrial and Apartment owners will pay a greater share of the taxes than if a referendum levy is applied.
