East CBD Redevelopment Project - Developer Interviews
The developer interviews are scheduled for Monday, July 30th and Tuesday, July 31st in the
Raspberry Room. Dinner and discussion of the process, as well as a project update, will begin at
6:00 p.m. with the interviews beginning at 6:30 p.m. Please bring the developer proposals
that you were previously provided with you to the interviews. If you have discarded them,
please . let me know prior to Monday evening.
Updates:
The Livable Communities Demonstration Account Application was not recommended for
funding by the Met Council's advisory committee. Unfortunately, legislative changes iInpacting
TIP led the Met Council to reallocate current funding to past projects that were negatively
ilnpacted by the loss of TIF. This left the remaining pool of money very limited and the
committee felt that the City's application was premature. However, the next round of funding
would not occur until December 2002 which would likely be too late to be of assistance to this
project.

Also, please note United Properties has withdrawn as a partner with Baton Homes. However,
Baton HOInes and Collaborative Design Group will present a project without United as a partner.
SDC Equity Partners has joined Dunbar Development as a partner in their proposed project and
Ross Fefercorn, of RMF Entities has teamed with The Cornerstone Group. Finally, enclosed is a
more detailed proposal from Freeman's which replaces their previous submittal.
As concerns acquisition of the remaining properties in this project site, the following has
occurred:
. In discussion with the representatives of the Luthers (Suburban Feed) they have stated
that the City's offer, based on the appraised value, is substantially less that what they are
willing to sell the property for. Staff will be continuing discussions.
. In a recent meeting with the Lommen family they seelned to indicate that they would
rather sell both their building and the land rather than sell a portion of the property they
own.

Interview Format:
The developers have been asked to give a 20-minute overview of their proposed project. As part
of that presentation they have been asked to address the following:
. Briefly describe your project and the key components. What are your goals for this
project?
. What specific tenants would you envision for the retail component? Do you have
cOffilnitments from tenants, lenders, etc...?
. Describe the market research you have conducted to date and the future market analysis
you plan to undertake.
. What is your proposed financial structure? What is the impact of doing your project with
no public financial assistance?

How flexible are you in regards to the housing type, retail components and overall
design? Can you do a project on a smaller site if all the properties are not acquired?
. Do your project plans include partnering with another firm for project design and
developlnent? Have you worked on similar projects together in the past?
. Describe your approach to move from concept stage to construction completion within a
reasonable time frame.
. What is unique or creative about your proposal?
There will be 10 minutes after each presentation to ask questions and complete the attached
evaluation form. Following the scheduled interviews on Tuesday, July 31, 2001, the evaluations
will be compiled and a decision made regarding how the Council would like to proceed with the
selection process. Tentatively, August 14, 2001, has been scheduled for a tour of developer
projects and a final selection.
