CR 01-97 Approve Change Order No. 1 Parking Lots 500 & 600 and 10th Ave & 11th Ave N Imp CP 98-12 C\IY OF m August 1,2001 HOPKINS Council Report 2001-97 Approve Chan~e Order NO.1 - Parking Lots 500 & 600 and 10th Avenue and 11t Avenue North Improvements - City Project 98-12 Proposed Action Staff recommends adoption of the following motion: Move that Council approve Chanae Order NO.1 as it relates to Parkina Lots 500 & 600 and 10th Avenue and 11th Avenue North Improvements. City Proiect 98-12. Overview Construction is well underway on this project as 11th Avenue North and the west side of parking lot 500 (Driskill's, Boston Garden, etc.) should be paved and , reopened by Monday, August 6, 2001. Unfortunately, many unknown conflicts, problems, and issues have surfaced during construction of this improvement project. These unknowns have necessitated changes to the plans and added costs to the project. Change Order No. 1 represents the added project costs of the necessary changes. Staff is now requesting formal approval of Change Order NO.1 in the amount of $37,971.16. Primary Issues to Consider . Nature and Cost of Change Order Items . Project Budget . Nature and Cost of Change Order Items Utilitv Conflicts Unknown utility conflicts constitute a majority of this change order. These underground conflicts arose while attempting to install the storm sewer improvements on the project. The project area is cluttered with underground utilities (electric, phone, cable, water, sewer, etc) and installation of a vast underground storm sewer system proved to be extremely difficult in this area.! While these improvements will do wonders for maximizing flood reduction potential in the area and will greatly improve the previously inadequate area drainage, they were difficult to install and changes had to be made to avoid the conflicts. In total, the storm sewer revisions account for $24,279.16 of Change Order No. 1 which includes replacement of a drainage structure in Lot 600 that was determined to be in unsatisfactory condition and needed replacement. These additional storm sewer costs are proposed to come out of the storm water utility fund. Pedestrian Safety Issues Business and property owners on the project brought up various pedestrian safety concerns after the construction had begun. To address these concerns, seven additional pedestrian ramps are included with this change order as well as replacement of additional sidewalk to remove a trip hazard. The additional cost of addressing these pedestrian safety concerns is $2,127.00 which is included with Change Order NO.1. Drainaae Problems The drive between Driskill's and Richards Liquor needed to be redesigned in order to prevent water from running toward the service door located on the east side of Driskill's building. The changes involved replacing the sidewalk and curb & gutter on the island separating the east access of Driskill's and Richards Liquor. This additional project cost amounts to $4,223.50 of the change order. Council Report 2001-97 Page 3 Electrical LiQhtinQ Problems Necessary electrical lighting changes amount to $7,341.50 of Change Order NO.1. These additional costs include replacement of two unsafe parking lot light bases and additional conduit wiring to correct a fouled wire that was causing two streetlights to be inoperable . Project Budget The budget remains at $639,824.40 as reported on May 15, 2001 at time of contract award. The change order amount is within the 100/0 project contingency reserved for necessary and unknown additions to the contract. . Staff Recommendation Staff has examined Change Order No. 1 as recommended by the City's consulting engineer RLK - Kuusisto L TO and recommends approval due to the unknown conflicts, problems, and issues for which this change order is based. Items Associated with Driskill's East Access, Additional Bid Items Associated with Alterations on Storm Sewer System (phase 1), Additional Structure for Phase 5 Sewer Installation, Replacement of Two Light Bases on the East Side of Lot 600, Replacement of Sidewalk in Front of Cobblestone Family Center, Additional Pedestrian Ramps in Lots 500 & 600, and Additional Electrical Installation on 11 th Ave. for Two Existing Light Bases. Reasons for Change Order: Utility Conflicts: The underground telephone vault location was too close to proposed structure location causing a design change and the stormseptor structure to be relocated. The relocation of the structure required the stormceptor to be lowered two feet in order to clear existing fiberoptic ducts. Also the 10" PVC storm sewer roof drain installation plan Was changed in order to avoid fiberoptic ducts. The following is a description of the line items associated with utility conflicts. The excavation crew spent 12 hours attempting to install STMH-13 in the original proposed location. Exploratory dig was required to find an unknown blind connection at STMH- 14. Three hours were used to modify the sewer structure for the 12" PVC pipe and the 24" RCP connecting into the structure. A 4' 72" barrel section was also required to modify the storm structure for the new location. It was necessary to lower the existing watermain (in 11th Avenue) in order to install the 24" RCP leading from the stormceptor to the STMH. Due to conflicts with the telephone conduit, a change of the 10" PVC sewer system installation created 3 additional conduit crossings from the original bidding plan. A 27" manhole was installed in order to provide access to the 10" PVC system for maintenance. Additional Depth for Pipe Installation: The storm sewer system was lowered one foot on the final plan compared to the plan used for bidding. This changed increased the cost of excavation $3.00 per linear foot of pipe installed. . Additional Bid Items Associated with Driskill's East Access: The drive between Driskill's and Richards Liquor was redesigned in order to prevent water from running toward the service door located on the east side of Driskill's building. The changes involved replacing the sidewalk and curb & gutter on the island separating the east access of Driskill's and Richards Liquor. The change also required replacing approximately 90 SY of bituminous surface. Additional Bid Items Associated with Alterations in Storm Sewer (Phase 1): The quantities of existing bid items were changed due the change in the storm sewer design. An additional manhole structure was required in order to change the location of the STMH on 11 th Ave. Additional 10" PVCwas required to install the new sewer system containing three additional crossings. Due to the restricted area on the site, additional bid items were required to install the 24" RCP leading from the stormceptor to the STMH in 11 th Ave. Sidewalk and curb & gutter on the west side of 11 th Ave. needed to be removed along with a sign in order to install the STMH structure. A light base relocation was required at the comer of Y2 Main and 11 th Ave. in order to install 24" RCP. . Additional Items Associated with Additional Structure in Storm Sewef (Phase 5) Lot 600: An existing storm structure located in the alley south of lot 600 was chosen to be replaced do to the unsatisfactory condition of the structure. This was a concern before the project was bid out, but the contractor was required to look at possible repairs versus replacement. Replacement of Two Light Bases on the East Side of Lot 600: Under the direction of Vem Pankratz, City of Hopkins, two additional light bases are to be replaced due to their unsatisfactory condition. The bases are old and are structurally unsafe. Also the new light bases will be raised up in order to prevent the light polls from being hit by vehicles. Replacement of Sidewalk in Front of the Cobblestone Family Center: The sidewalk leading to the north entrance from the alley is cracked and creating a trip hazard. The sidewalk along the building and the drive apron next to the entry sidewalk is being replaced, so the entrance was scheduled to be replaced. Additional Pedestrian Ramps in Lot 500 & 600: Additional pedestrian ramps were added to the project at the request of the property and business owners in the area. Two additional pedestrian ramps were added to Lot 500 on the island separating the parking lot and 1 oth Ave. Five pedestrian ramps were added on the north side of lot 600. Additional Electrical Installation on 11th Ave. for Two Light Bases: Under the direction of Vem Pankratz, City of Hopkins, Conduit was installed leading to two more existing light bases. The changed was made to correct a fouled wire that was causing two lights to be inoperable.
