Resolution Amendina Fees in Chapter 10 of the Hopkins City Code with the condition that a new ordinance reaulatina pawn shops is adopted. Overview It has been several years since the fees that are charged for licenses/permits, and various services have been reviewed and adjusted. Departments were asked to assess the costs of administering licenses and services provided and compare them to the fees that are collected for those license/permit fees and services. As a result, several fees were adjusted. While the adjustments help defray the costs of the programs or services, in most cases they do not cover the cost of the programs they represent. In some cases, the fees have been reduced. Some fees that have been in effect, but never formally added to the schedule, were added at this time. Changing Fees by R~solution The ordinances allow for fees to be changed by resolution from time to time. This process allows the changes to be implemented sooner than an ordinance change, eliminates the requirement of two readings, and saves the cost of publishing a legal ad. . Are the I ncreases justified? The fees can all be justified. In comparison to other cities of similar size, the fees are for the most part on the bottom end of the scale. One exception to that is the Bench license fee. The fee will be increased from $20.00 per bench to $40.00 per bench. Other cities of similar size charge from $15.00 per bench to $75.00 per bench. City crews remove snow from the benches and bench areas in the winter. It takes two men roughly 15 minutes to remove the snow from the benches and bench areas so they are accessible, a total of 30 man-hour minutes. Thirty minutes times approximately 6 snowfalls is a total of 180 minutes or three hours per bench per season. At $30.00 per hour (including benefits), the final cost is approximately $90.00 per bench. Bus benches are a public service, but they are also a business. The companies that place benches, also sell advertising on the benches. Because the licensee is in this case part business, part public service, the City feels justified in donating the cost of maintaining the benches, but not for the half that is for-profit business. At one half the cost, the fee would be $45.00. Staff recommends doubleing the current fee of $20.00 to $40.00. Other Cities charge from $7.00 per bench to $75.00 per bench. One city charges a $20.00 fee for benches without advertising and $75 per bench with advertising The cost of making a copy has gone up. We used the lowest wage for time and added the actual cost of the copy. The cost was over $0.35. Because of the single copy cost, all items that had to do with copied pages were increased. Residents do not pay for copies of minutes. If documents, other that engineering tapas are emailed directly from the computer they were generated on, there is no charge. Also, the ordinances and zoning code are now on the public web page. Fees that have been in effect, but not listed on the schedule. Fees that have not been on the schedule include some of the refuse utility fees such as appliances, Garbage call backs, extra dump charges, yard waste stickers, and curbside brush pick up. Inspections have been charging for Truth in Housing filings, Evaluators' licenses and contractors' surcharge. New Fees, Engineering Parking lot permit fees are new. A permit was always required, but the driveway permit was used. The Public street access permit for moving buildings is authorized in the newly revised City ordinance for moving of buildings. Effective Dates Some of the fees will go into effect with the renewal of licenses, others will go into effect immediately. The third column of the attached schedule shows effective date of the fee. Change of Ordinance Requirement The fees on the Pawnshops will require a change to the ordinance. The new ordinance will include moving to the metro-wide APS pawn system. If the ordinance change is not completed, the old fee will stay in place. Alternatives 1. Adopt resolution 2001...54, Resolution amending fees in Chapter 10 of the City Code. 2. Maxwell and Members of the City Council From: Rick Davidson, Building Official Date: August 1, 2001 Re: Proposed Fee Changes The following licensing and inspections fees are proposed for revision. CONTRACTOR LICENSING As a result of recent ordinance revisions that removed the need for Building Movers Licenses, the Building Movers License is being deleted (1010.09(3)). Contractors licenses are being simplified, again in accordance with ordinance revisions, by charging the same fee for building contractors and mechanical contractors (1010.09(6,7,8,9)). The reference to "gas burner" and "oil burner" licenses is being deleted. RENTAL REGISTRATION The previous schedule created confusion amongst staff members and apartment owners. Also, the method in which the previous schedule was applied was unfair to some apartment owners. For example, the owners of individual condominiums were able to group their registrations together and be charged only $2.50 per year whereas the owner of a single-family dwelling paid $20. This confusion also extended to some apartment buildings. The proposal does reduce the base fees from $20 to $10 to reduce the impact of this change on some owners. It also results in some owners paying less in fees than previously and some owners paying more. The end result though is that all owners will be treated more fairly. TRUTH IN HOUSING The ordinance provides for an evaluator license fee and a fee of $30 per year has been charged for some time. This proposal establishes the fee in the fee schedule. OTHER PERMIT FEES A fixed fee ($25) for moving and demolition permits is being proposed which is more equitable then basing the fee on valuation. These permits normally involve only a single simple inspection. The Truth In Housing filing fee of $15 per report is not an increase in the fee but establishment of the fee by resolution. This fee, which is authorized by ordinance, has been collected previously, but has not been listed in the schedule.
