CR 01-027 Public Hearing and Approve Design Plans And Order Bids Knollwood Pond Improvements . . . CITY Of: - f.tOPKINS March 1, 2001 Council Report 2001-027 Public Hearing and Approve Design Plans and Order Bids Knollwood Pond Improvements Proposed Action. Staff recommends adoption of the following motion: Move that Council: 1) adopt Resolution 2000-14. Resolution Ordering Improvements After Public Hearing. Proiect 00-14: and 2) adopt Resolution 2000-13. Resolution Approving Plans and Specifications for Knollwood Pond Improvements and Authorize Advertising for Bids. This action continues an assessable project for pond improvements. Overview. Council at its January 2,2001 meeting authorized Barr Engineering Co. to prepare a feasibility study concerning improvements to the Knollwood neighborhood stormwater detention pond. The report w~s presented to Council at its February 6,2001 meeting and a public hearing was ordered for March 6. Hearing notices have been mailed to all affected property owners of record. Council needs to conduct the hearing and determine authorization of a project. Because of the limited scope of this improvement project and the high level of neighborhood involvement and support, the project final plans have also been completed. Therefore, staff requests that after the public hearing, City Council consider approving the plans and authorizing bids on the project. Primary Issues to Consider. . Scope of Improvements The proposed improvements include erosion control along the perimeter of the pond and island. The erosion control will consist of removing and replacing existing grouted rip-rap, grading the existing slope and installing 12"-18" Class" rip-rap, regrading and smoothing of slopes and plant a 4' - 6' wide buffer strip of tall grass and wildflower seed, regrading of island eroded areas and plant shrubs or install rip-rap. Install new top soil and sod throughout the pond perimeter area and island area . Project costs and preliminary assessment amount The total estimated project cost is $75,000. The estimated construction cost is $60,000 and engineering costs are $15,000. The estimated assessment is $52,500/52 Knollwood properties = $1,010 per property. . CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2001-14 RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING- KNOLLWOOD POND IMPROVEMENTS WHEREAS, a resolution of the City Council adopted the 6th day of February 2001, fixed a date for a Council hearing on the proposed improvements to the Knollwood neighborhood storm water detention pond, and WHEREAS, the Council deems it" appropriate and expedient to make such improvements, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon the 6th day of March 2001, at which all persons desiring to be heard were given an opportunity to be heard thereon. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such improvements are hereby ordered as proposed in the Council resolution adopted the 6th day of February 2001. 2. CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 2001-13 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR KNOLLWOOD POND IMPROVEMENTS AND AUTHORIZE THE ADVERTISING FOR BIDS PROJECT # 2000-14 WHEREAS, pursuant to a resolution passed by the Council on March 6, 2001, plans and specifications for improvements to the Knollwood neighborhood storm water detention pond have been prepared by the City Engineer, and he has presented such plans and specifications to the Council for approval. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published twice before the date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk untill:30 P.M., on the 28th day of March, 2001, at the City Hall, and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular City Council meeting of April 3, 2001. Adopted by the City Council of the City of Hopkins this 6th day of March 2001.
