Staff recommends adoption of the following motion: Move that Council approve conCE streetscape improvement plans for 8th Avenue from Excelsior Boulevard to 1 st Street North. authorize preparation of construction plans and ap~rove addendum nO.1 to existina enaineerina services contract with Bolton & Menk Inc. in the amount of $10.296. Overview. The 2001 street/utility improvement project includes milling and overlaying the 8th Avenue pavement from Excelsior Blvd to 1st Street North. Staff believes that a streetscape improvement is also needed to enhance the appearance of this corridor. This is in accordance with the city's 1993 strategic plan that included a specific goal to enhance the link between Excelsior Boulevard and Mainstreet. The estimated project cost (design and construction) for the proposed improvements is $225,000. The improvements include new street lighting, use of pavers at the 1 st Street South intersection, and improvements at city parking lots 200 and 700. Staff seeks City Council approval to include these improvements in the current 8th Avenue project. Council Report 2001-29 Page 2 Analysis of Issues · Scope of proposed improvements and project schedule Proposed improvements include new street lighting, concrete walk, intersection pavel use, ornamental fence along parking lots 200 and 700, benches, trash receptacles, a 9 additional trees. The work would be done in conjunction with the 2001 streeUutility improvement project, Le., June - Sept, 2001. . Project Funding The additional funding would be from the PIR fund and would require year 2001 bonding to increase by $225,000. The Finance Director feels the small additional del service ($18,000Iyr) can be incorporated into the current capital improvement funding plan without adversely affecting the ability to fund future projects. Staff recommends that the city fund this improvement because it is work unique to the 8th Avenue corridc as identified in the strategic plan.
