Staff recommends adoption of the following motion: Move to approve Resolution 2001-
55: authorizina the City of Hopkins to serve as the coordinatina aaency for the
Northwest Metro Drua Task Force and to authorize City Manaaer. Steve Mielke. to
execute documents on behalf of the Task Force..
Overview
On January 1,2001, the City of Hopkins assumed the role as the grant-coordinating
agency for the Northwest Metro Drug Task Force. Resolution 2000-68 was adopted by
the Council to authorize this.
The Office of Drug Policy and Violence Prevention requires that a new Resolution
authorizing the City to act as the coordinating agency be submitted with the grant
application for 2002. In essence, this is merely an extension of the Resolution adopted
in September 2000.
There have been no substantive changes in the Task Force during 2001. In 2002, the
only operational change anticipated is the addition of the City of New Hope as a
participating agency. This should occur sometime in the summer of2002.

. Are there any reasons why the City cannot/should not continue as the
Coordinating Agency.

Primary Issues to Consider:
Is this an appropriate role for the City of Hopkins?
Yes. One of the participating Task Force cities must serve in this capacity.
Are there any reasons why the City cannot/should not continue as the
Coordinating Agency?
No. Nothing has occurred during 2001 that would adversely impact the ability of
the City of Hopkins to continue in this role.
Alternatives:
Adopt Resolution #2001-55 as requested
Decline to adopt the Resolution, which would necessitate finding another
member agency to assume this role late in the grant application process.

RESOLUTION AUTHORIZING THE CITY OF HOPKINS TO
ENTER INTO AN AGREEMENT WITH THE
OFFICE OF DRUG POLICY AND VIOLENCE PREVENTION
WHEREAS, the Hopkins Police Department is a participating member of the
Northwest Metro Drug Task Force; and
WHEREAS, the Hopkins City Council supports the goals of the Task Force; and
WHEREAS, One of the member Police Departments must serve as the
coordinating agency for the Task Force.
NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins, .
Minnesota that:
The City of Hopkins enter into a cooperative agreement with the Office of Drug
Policy and Violence Prevention in the Minnesota Department of Public Safety.
Steven C. Mielke is authorized to execute such agreements and addendums as
are necessary to implement the project on behalf of the Northwest Metro Drug
Task Force.

OFFICE OF DRUG POLICY AND VIOLENCE PREVENTION
WHEREAS, the Hopkins Police Department is a participating member of the Northwest
Metro Drug Task Force and;
WHEREAS, the Hopkins City Council supports the goals of the Task Force.and;
WHEREAS, one of the member Police Departments must serve as the coordinating
agency for the Task Force;
NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins,
1vlinnesota that:
The City of Hopkins enter into a cooperative agreement with the Office of Drug Policy
and Violence Prevention in the Minnesota Department of Public Safety. Steven C.
Mielke is authorized to execute such agreements and addendums, as are necessary to
