August 16, 2001 HOPKINS Council Report 2001-116 Order Feasibility Report 2002 Street Improvements - City Project 01-10 Proposed Action Staff recommends adoption of the following motion: Move that Council adopt Resolution 2001-57. Resolution Ordering the Preparation ofa Feasibility Report For Year 2002 Street Improvements. This action is the first step in the process of improving selected streets in 2002 and assessing abutting properties per City assessment policy. A petition to improve any of the proposed streets has not been submitted to the City. Overview The 2002-2006 CIP includes street improvements for 2nd Street North (9th Avenue North to 12th Avenue North), 11 th Avenue North (1 st Street South to Mainstreet), 11 th Avenue South (Landmark Trail South to the Soo Line Railroad Bridge), 13 th Avenue South (1 st Street South to Mainstreet), and Milwaukee Street (Washington Avenue to Monroe Avenue South). The first step in proceeding with a 2002 project is ordering a feasibility report. Staff has selected a qualified consultant to undertake preliminary engineering and compiling the report and requests City Council approval to proceed. The cost of the report, project survey work, and geotechnical evaluation is $32,410. Project design and construction oversight services will be negotiated separately after the report phase and Council's ordering of the improvement project. Primary Issues to Consider . Project background The scope of the proposed 2001 street improvements (some of which are assessable) includes: 2nd Street North 11 th Avenue North 11 th Avenue South 13 th Avenue South Milwaukee Street 9th Avenue North to 12 th Avenue North 1 st Street South to Mainstreet Landmark Trail South to the Soo Line RR Bridge 1 st Street South to Mainstreet Washington Avenue to Monroe Avenue South These streets were selected for 2002 improvements in light of their current pavement condition as detailed in the City Pavement Management Condition Survey and the perceived inadequacy of curb and gutter sections. Improvements will cover the spectrum of mill/overlay, partial reconstruction, to full reconstruction. A current geotechnical report as well as supplementary sub grade boring and testing will be used to define the project scope. . Why order a feasibility report? Minnesota Statute No. 429 - Assessment Procedures, requires preparation of a feasibility report on assessed projects. The report will provide preliminary engineering information, project cost estimates and preliminary assessment amounts to help City Council decide whether or not to proceed with the project. It is also used to present and discuss the project with the abutting residential and commercial owners. . Selection of consultant Staff reviewed past performances of the various City consultants and selected Bolton and Menk, Inc. (BMI) as the engineer of choice on this project. The City has completed several successful projects under BMI and has had good working relations with that firm's employees. BMI has and is working on other projects adjoining the streets proposed for this project. Choosing this firm in carrying out a residential project plays to the strengths of BMI. Staff is mindful that it carry this mode of selection through with other kinds of projects and other consultants in order to meet a level of fair play. Council Report 2001-116 Page 3 . Proj ect budget The 20D2 CIP budget for this project is $710,000 ($153,000 from the City PIR fund, $357,000 from special assessments, $75,000 from the Water Fund, $50,000 from the Storm Sewer Fund, and $75,000 from the Sanitary Sewer Fund). This proposal is based upon our discussion with you and Steve Stadler on July 20, 2001. Thank you for your input in helping us develop this proposal. As a part of this proposal, we have reiterated the scope of work, initiated a project schedule, and have included an estimate of fees for our professional engineering and surveying services. I Scope of Work In accordance with the City of Hopkins' 2002-2006 Capital Improvement Plan, City staffis requesting the services of Bolton & Menk, Inc. to prepare a Feasibility Report for those street and utility improvements planned for the year 200t. These streets include: A. 2nd Street North, between 9th Avenue North and 12th Avenue North B. 11 th Avenue South, between Mainstreet and 1 st Street South C. 11 th Avenue South, between the Soo Line Bridge and South Landmark Trail D. 13th Avenue South, between Mainstreet and 1st Street South E. Milwaukee Street, between Washington Avenue South and Monroe Avenue South To assist in the preparation of the feasibility report and final design, if authorized by the City Council, a complete topographic survey of each of the proposed improvement areas is proposed. Also, a geotechnical evaluation of each of the project areas is proposed to assist in determining the types of soils in each area and levels of potential pavement rehabilitation. We estimate that this geotechnical evaluation will consist of approximately 25-15' soil borings and 13 pavement corings. The actual level of exploration needed for each area will be discussed with and determined by the City, Bolton & Menk, Inc., and Braun Intertec. Review the condition and thickness of the existing bituminous pavement and determine the feasibility of a mill and overlay/ curb replacement improvement if reconstruction is not required. 11 th Avenue South. between Mainstreet and 1 st Street South 1. Review all survey information, sanitary sewer videos, video logs, watermain, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Review the condition of the existing bituminous pavement to determine the need for reconstruction. 3. Review the existing surface drainage characteristics. Make any necessary improvement recommendations. 4. Compare the existing AADT information and projected traffic volumes with Mn/DOT State Aid design criteria to determine the number and widths of necessary and desired d~ving and parking lanes. 5 . Work with Hoisington Koegler Group, Inc. to develop a conceptual streetscape design espousing the decorative elements along Mainstreet. 6. Examine the need for additional right-of-way acquisition as a part of the proposed street and streetscape improvements. 11 th Avenue South. between the Soo Line Bridge and South Landmark Trail 1. Review all survey information, sanitary sewer videos, video logs, watermain, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Review the existing surface drainage characteristics. Make any necessary improvement recommendations. 3. Review the condition of the existing bituminous pavement to determine the need for reconstruction. 4. Compare the existing AADT information and projected traffic volumes with Mn/DOT State Aid design criteria to determine the number and widths of necessary and desired driving and parking lanes. 5. Review the existing trail alignment along the east side of 11 th Avenue to determine the feasibility of keeping it within the existing street right-of-way. 6. Examine the need for additional right-of-way acquisition as a part of the proposed street and trail improvements. 7. Discuss the condition of the existing street light wiring. Make any necessary improvement recommendations. 2 13 tit Avenue South. between Mainstreet and 1 st Street South A Feasibility Study was completed by Bolton & Menk, Inc. in 1999 for this segment of 13 th Avenue. As a part of this year's Feasibility Study, we will review the previous report and recommendations, discuss them with City staff, and supplement the previous report with any necessary additional information and conclusions. Milwaukee Street. between Washington Avenue South and Monroe Avenue South 1. Review all survey information, sanitary sewer videos, video logs, watermain, and asbuilts in order to assess the conditions of the underlying utilities. Make any necessary recommendations. 2. Examine the feasibility of converting the existing rural street section into an urban section including concrete curb and gutter. 3. Evaluate the feasibility of extending storm sewer along this segment of Milwaukee Street in conjunction with the addition of curb and gutter. 4. Discuss the feasibility of adding parking lanes. 5. Discuss the possible alignment and geometric changes resulting from proposed improvements to the Milwaukee Street-Monroe Avenue-Excelsior Boulevard intersection. 6. Examine the existing locations of the SuperValu parking lot entrances along this segment of Milwaukee Street. Make any necessary relocation recommendations. 7. Review the feasibility of paving the existing gravel area outside of the City's skate park under the Hwy 169 bridge in conjunction with any proposed Milwaukee Street improvements. Additional tasks to be completed as parts of the Feasibility Study include the preparation of resident questionnaires; attendance at two (2) City staffmeetings, two (2) public information meetings, and two (2) City Council meetings for presentation of the Feasibility Report'and a Public Hearing; and preparation of a preliminary cost estimate and preliminary assessment rates. II Project Schedule Partial funding for these proposed improvements is expected to come from special assessments (Chapter 429) and State Aid. Staff, Neighborhood, and City Council Meetings $ 3.000.00 TOTAL NOT TO EXCEED FEES $24,600.00 The total fees for this Feasibility Study will be based on the actual hours spent on the project, but will not exceed the total estimated fee of$24,600.00. Additional meetings or work beyond the scope of this proposal as requested by the City of Hopkins will be charged at an hourly rate for the individuals performing the requested services. In accordance with the City's request we will retain Braun Intertec for the purpose of completing a geotechnical evaluation of the project areas. The additional estimated fee for this service is $7,810.00, and is based on the anticipated amount of soils and pavement exploration needed for the Feasibility Study. The actual fees for this service will be based on the actual level of exploration authorized by the City. 4 Attached, please find our Terms of Proposal. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota, that the proposed improvements be referred to the firm of Bolton and Menk, Inc. for study and that they be instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement,. and the estimated cost of the improvement as recommended.
