Hartfiel Communications Coordinator CITY OF "OPK1N Council Report 2001 -184 VIDEO/BROADCAST, PROJECTOR IMPROVEMENTS FOR THE CITY COUNCIL CHAMBERS Proposed Action Staff recommends adoption of the following motion: Move to approve Moorhead Media's Alternate Three, to replace and update the video/broadcast projector and presentation equipment in the City Council Chambers. Overview The current Council Chamber presentation, sound and broadcast systems were installed when City Hall was remodeled, 10 years ago. At that time, the City purchased very good equipment and some of it is still in good condition and doesn't need to be replaced. However, some of the equipment is beginning to show its age. Of particular concern is the problem with the failing projectors and our inability to show the Council and the community quality presentations. Suspecting the needed improvements could be expensive, staff chose to phase out the improvements. We hired Electronic Interiors, the company who designed the sound, presentation and broadcast system in 1990, to do a partial analysis on the current presentation/projector situation. Electronic Interiors suggested we purchase two new video projectors and a computer scan converter. The updated projectors will provide a sharper, clearer picture. The consultant also suggested installing a computer scan converter. A scan converter will enable us to show quality computer presentations and graphics to the Council and on television. Electronic Interiors requested bids from four companies; only two companies, Moorehead Media and Corporate Presentations, Inc. submitted bids. Moorehead Media bid the job at $20,499.84 and Corporate Presentations submitted a bid for $21,623.58. The original projector system was installed over 10 years ago. As it was a very good system, over time the projector for the south screen burned out and we are unable to utilize the screen. Replacing the projector for the south screen is an immediate priority. Presentation System As reports given by the staff and by outside consultants rely on modern technology as a means of communication, it is important for the City to have a system that supports the technology used by our own staff and others. Currently, staff is unable to show a quality computer presentation to the Council and to the viewers at home. Updating our equipment to support modern technology is a priority. What are the specifics of the improvements? • Install two new projectors. Two new optimum performance projectors and lenses will replace the current projectors. Moorhead Media will deduct $250 from the bid if they can take the one broken and one working projector that we currently have. • Install a scan converter. A scan converter will allow us to take information from a computer, diskette or CD and show a crisp, clear presentation to the Council, the people in the audience and to the viewers at home. • Provide a drawing. Currently, the audio and visual flow is sketched out on pieces of paper. Moorehead Media would provide a detailed electronic drawing of how and where the audio and video systems were installed. A drawing is important to have for future equipment repairs and replacement. What are the financial impacts of the improvements? • As the projectors were installed over 10 years ago, as a unit they have become outdated and parts have become almost obsolete. Repairing the projectors would be more costly than replacing them. Several years ago, money to make sound, visual and broadcast updates to the Council Chambers was budgeted for. Approximately $30,000 still remains in the cable fund for chamber improvements. What improvements need future discussion? Much of the audio and video equipment in the Chamber needs to be updated or repaired. As things continue to break we are just getting by with rigged repairs. These repairs are just to buy us some time. The following items are some of the items that will be reviewed in 2002: • Replacement items • Replace the five cameras in the Council Chambers • Replace motorized zoom lenses • Replace the control units for the cameras • Replace the black and white monitors in the control room • Replace the two monitors in the lobby with televisions • Replace the two podium monitors with 9 individual monitors at the Council stations Alternatives 1. Approve acceptance of Moorhead Media's bid, Alternative Three 2. Approve acceptance of Moorhead Media's bid, Alternative One 3. Approve acceptance of Corporate Presentations, Inc. bid for $21,623.58 4. Continue for future information. Calibration all rear projection mirrors as required for optimum projection systems performance. This includes physical adjustments and simple surface cleaning with authorized cleaning agents for the mirror surface. 7. There are no project record drawings anticipated as no electronic design changes are anticipated. User manual will be submitted to David Skoog for review and approval. 14. Upon consultants' approval of user manuals, Moorhead e a shall provide eight (8) hours of training. Training will cover user and technical education. 15. Cables installed by Moor b o a d Media shall be labeled with the Brady labeling system. Three lines will be present on each cable label with the following format: Top Line = Signal Source, Middle Line = Cable ID, Bottom Line = Signal Load (Destination).
