Approve Professional Services Agreement For Development of a Community
Comprehensive Trail and Sidewalk Plan - City Project 00-11
Pro{>osed Action
Staff recommends adoption of the following motion: Move that Council approve a
agreement for professional services between the City of Hopkins and SRF Consulting
Group. Inc. for development of a Community Comprehensive Trail and Sidewalk Plan
and authorize the Mayor and City Manager to sign and execute the agreement.
Overview
The City's current trail and sidewalk plan was developed in 1993 and the Council and
Park Board identified the need for updating and enhancing the plan in the 2001 budget.
In July, 2001, City staff put together a scope of work outline to develop a comprehensive
trail and sidewalk plan for the community of Hopkins. The Park Board subsequently
approved this scope of work. After the goals and scope of work for this project were
developed and approved, City staff met with and obtained a professional services
proposal from SRF Consulting Group, Inc., a local consulting firm who has done similar
projects for surrounding communities. SRF has done extensive work on trail and
sidewalk systems at all levels of government. Hennepin Parks commissioned SRF to do
the work recently done on both the Hutchinson Spur Trail and the Southwest LRT Trail
in Hopkins. The SRF proposal outlines professional service fees in the amount of
$15,304 to develop the plan and ultimately produce a map/brochure that showcases the
trail/sidewalk and parks system in Hopkins. In addition, SRF will be looking at the
future trail and sidewalk needs of the City and working with the City to develop goals,
priorities, projects, and policies that will help the City both now and in the future. As
outlined in the proposal, additional fees may be needed in order to facilitate public
meetings with individual neighborhoods. These public neighborhood meetings would be
held under the direction of the Council based on the trail and sidewalk needs identified
though the process of developing this plan.

. Why Develop a New Trail and Sidewalk Plan?
The City's current trail and sidewalk plan was developed in 1993 and is no
longer meeting the needs of the City. New technology can now be used
by the City of Hopkins to develop a plan and map that showcases it's
existing parks and trail/sidewalk systems and the future needs of those
systems in a professional color brochure that the City can be proud to
distribute to the community. The approval and involvement of the
Council, Park Board, and the residents of Hopkins is recognized as a key
to the future success of this plan.
. Selection of Consultant
City staff feels that for this project, SRF Consulting Group, Inc. will best
meet the needs of the City based on the previous work and experience that
SRF has both in Hopkins and in many of the surrounding communities.
SRF has completed several successful projects of similar scope and has a
vast knowledge of the existing Hopkins trail/sidewalk system in addition
to their knowledge of the systems in neighboring Cities.
. Project Schedule and Budget
The City's 2001 Budget has $15,000 allocated for this project. Depending
on the needs identified throughout the development of this plan and based
on the direction of the City Council, additional funding may be needed to
facilitate various public meetings. It is anticipated that the final
map/brochure product will be developed in time for distribution to the
community by next spring (2002).
SCOPE OF WORK! GOALS OF NEW TRAIL/SIDEWALK MASTER PLAN
. Produce a color pamphlet with a full size (fold out) map on one side consisting of
existing trails (walking and biking: mowed, paved, gravel, woodchip) and parks.
The other side should include a parks matrix breakdown of what is available in
the City parks as well as a color photo and outline emphasizing the City's.trails,
wildlife, recreation activities, skate park, beaches, etc.
. Identify and develop an overview plan for establishment of a City of Hopkins
"Bike Route".
Potential Issues: on street trails, off street trails, parking, road widening or
narrowing, boulevard trees, striping
. Identify and develop an overview plan for City of Hopkins "Pedestrian Way
Corridors" with existing or future planned sidewalks on one or both sides of the
street.
Potential Issues: costs, assessments, neighborhood support, trees
. Identify and develop an overview plan for City of Hopkins "Regional Trail
Connector Routes" that emphasize and encourage use of the regional trail system
running through Hopkins with identification of points of interest or destinations
through the regional systems.
Potential Issues: costs, projects, right of way, railroad and County
cooperation
. Identify and develop an overview plan for trail connections with neighboring
Cities trail systems with identification of points of interest or destinations though
those systems.
Potential Issues: costs, projects, right of way, other Cities cooperation
. Develop a report identifying approximately 10 feasible trail/sidewalk projects
with options and estimated construction costs for possible construction within the
next 10 years. These projects should be focused on areas that either could
connect or loop an existing system or give trail/sidewalk access to the existing
trail/sidewalk system in neighborhoods where none currently exists (ie.
Interlachen and Bellgrove areas).
Potential Issues: construction timetable, cost estimation, feasibility,
neighborhood support.
. Propose a public process to be used for plan development, implementation and
prioritization of the 10 feasible trail/sidewalk projects (neighborhood meetings,
etc) and the overall master trail/sidewalk plan (city-wide open house, etc).
. Assist City Staff in development of a sidewalk/trail policy that addresses various
items and issues such as maintenance, funding, requirements, street classification
relationship, project process, residential requests and involvement.

The focus of this plan is to update work previously prepared providing the community
with a revised vision for the system's ultimate development and an incremental plan
towards implementation. '
Our proposal, scope of services and level of effort is based upon the following
assumptions. The City of Hopkins will contribute or prepare the following items:
Make available a conunun.i.ty base map in a di.gital format.
. Assist in contributing to an inventory of existing conditions.
Provide back.ground information including the previous plan and other support
information.
Meet with the consulting team to provide constructive input and overview.
By products of [he project win be provided to the City of Hopkins in reproducible formaL
for the city's reproduction and distlibution. Specific by products include: '
Maps providing inventory, analysis and recommendations.

Prior to production of the final plan map and summary memorandum, SRF will assist
City staff in seekirig public conunent as directed by the City Council. Meeting
preparation and attendance will be billed on an hourly basis, as the actual number of
meetings is unknown at this time.

SCOPE OF SERVICES
SRF proposes to carry out the work as described in the attached Scope of Services based
upon the for mentioned assumptions and our knowledge of the project to date.
SCHEDULE
Work will completed for this project within a mutually agreed upon time frame. 'SRF
would initiate work upon written agreement with the City of-Hopkins. This work shall be
completed within three (3) months of initiation.
STAFFING
Barry Warner, FASLA/AICP will serve as the project principal-in-charge. Michael
.McGarvey, ASLA will serve as the project manager with support from Ken Grieshaber,
ASLA.
BUDGET
The estilnated cost for the services described within the Scope of Services is $15s304.
These estimated costs include both time and expenses. Facilitation of public comment
meetings is an additional expense to be billed on an hourly plus expenses basis. .
BASIS OF"PA YMENT
SRF Consulting Group, Inc. proposes to be reimbursed for Ollr services on a.."1hourly
basis for actual time expended. Other direct costs. such as printing, supplies,
reproduction, etc. would be reimbursed at costs and mileage would be reimbursed at the
current allowable IRS-rate for business miles.
Invoices are submined on a monthly basis fOT work performed during the previous
month. Payment is due within 30 days.
CHANGES IN SCOPE OF SERVICES
It is understood that if the scope or extent of work changes, the cost will be adjusted
accordingly. Before any out-of-scope work is initiated, however, we will submit a budget
request for the new work and will not begin work until we receive authorization from
you.

Mr. Grieshaber has 14 years of experience in landscape architecture,
urban design, park improvement, commercial and municipal projects,
including project management, site design and supervision, and
preparation of drawings and cost estimates. Prior to joining SRF, he
served as a Landscape Architect in the City of Minneapolis Park and
Recreation Board's Planning Department. His responsibilities

assisted the City of Plymouth in
preparing several aspects of its
Comprehensive Plan Update,
including the Park, Trail,
Recreation and Open Space
section. SRF examined the
City's existing systems, used
national standards and
community input to forecast
future needs, and made
recommendations for serving
the population until the 2020
and Ultimate Build-out
planning horizons.
The Park, Trail, Recreation and
Open Space plan included
explorations of the Plymouth
Creek Trail and Northwest
Greenway corridors.
The Plymouth Creek Trail
bisects the City, connecting
several major parks, the City
Center and numerous
neighborhoods. This trail
follows Plymouth Creek and is
nearly complete. When
finished, it will serve as an
important recreational and
ecological resource.
The Northwest Greenway
Concept explores using existing
parks, wetland buffers,
easements and potential open
space acquisitions to create an
ecological and recreational
corridor in a primarily rural
part of the city. Portions of the
greenway's route are slated for
development by the 2020
planning horizon, which makes

current planning crucial in the
preservation and enhancement
of this corridor.
SRF's use of GIS technology and
database management on this
project allowed for the efficient
and accurate analysis of the
city's park, trail and open space
systems. Based on this analysis,
recommendations were made
that will guide the city in its
future acquisition, development
and preservation efforts.
SRF produced full-color maps of
the greenways, existing and
proposed parks, trail system,
popula tion projections by
neighborhood and other
elements of the planning
process. A great majority of this
work was done using
Geographic Information System
(GIS) software.

Hennepin Parks is proceeding
with a multi-year regional trail
project that will provide the
final links in a system that
includes 300 miles of bicycle
trail and connects all of
Hennepin Parks' regional parks.

tion throughout the City, the City
of St. Louis Park has begun a
comprehensive trail and
sidewalk planning process.
The City retained the consulting
team of SRF Consulting Group,
Inc. and Close Landscape
Architecture to guide the
planning process and develop
alternative approaches that will be
reviewed, critiqued and blended
into a preferred concept plan.
Project goals included:

The Faribault County Trails
Association was formed with
the goal of establishing a
County- wide trail system that
will provide recreational and
economic benefits to COlll1ty
residents and provide trail
linkages to adjacent counties
and nearby regional trail
systems. A Connty-wide trail
system concept was developed
and efforts at initiating
implementation of the system
were geared toward connecting
two of the largest cities in the
County - Blue Earth and
Winnebago.

assisted Faribault County Trails
Association (FCTA), in
cooperation with the City of
Blue Earth, with the first step in
the process - development of a
trail system concept plan for the
City of Blue Earth and
identification of the trail
~lignment for the first segment-
of the link to Winnebago. The
FCTA retained SRF for both
planning and design services.
Issues addressed in the plan-
ning process included defining
facility needs, identifying
typical trail cross-sections and
right-of-way requirements,
identifying floodplain
implications, identifying
operation and maintenance
issues, and developing a tr~l
system that takes advan-tage of
the actual amenities of the Blue
Earth River Valley while
addressing users' security and

the FCTA to move forward with

specific trail segments, grant
applications, the acquisition of
private property parcels and,

Trail development within the
City of Montevideo will provide
the commrmity and the region
with bicycle and pedestrian
facilities beneficial for recreation
and commuting use. The
Montevideo system will include
a looping tail that encircles the
community and provides strong
connections between school,
downtown and recreation desti-
nations. The system is designed
to accommodate bicycles, pedes-
trians and in-line skaters. The
system will also serve as a
significant link within the
planned Minnesota River Valley
Regional Trail Improvements.
These linkages are intended to
extend south to Granite Falls
and north to the Big Stone
Natural Wildlife Refuge.
Montevideo trail development
is occurring in three phases,
employing ISTEA,LCMR and
local funding. Tnree separate
construction phases will occur,
for which separate sets of plans
and specifications are prepared.
These trails become the
backbone for future greenways
within the community, intercon-
necting parks, neighborhoods
and schools. Incremental
improvements are also being
made to the Milwaukee Road
Depot, a historic structure
serving as a central node to the
trail system.

The Iowa Trails 2000 Vision
document provides an array of
resources that can be used by
state agencies and local and
regional governments for trail
planning and implementation.
The document was developed to
assist all trail developers in
achieving the vision of an
interconnected, multi-modal
and easily accessible statewide
trails system. The document
also examines recent national
and local use surveys about the
recreation, transportation
natural, economic and safety
benefits of trail development.
Working closely with the Iowa
Department of Transportation
and a technical multi-agency
committee, SRF Consulting
Group, Inc. developed a
framework plan for guiding the
i~plementation of a statewide
trails vision. The document
establishes design guidelines for
all trail modes and user groups
in order to encourage
consistency in the quality and
design of trails throughout the
state. Both non-motorized and
motorized user groups were
included in the development of
the overall trails system.
An inventory of the state's
existing trails and natural and
cultural resources was also
completed to help determine the
best locations for trail corridors.
The plan also gives an overview
of recommended maintenance
activities and associated costs,
as well as identifies potential
funding resources for
constructing and maintaining
trail facilities.

for regional trails, greenways
and park facilities through the
fully developed first tier suburbs
of Minneapolis. The plan
focuses on making new
connections between existing
regjonal and local parks, open
spaces and natural features.
Developing trail and greenway
corridors in these first tier
communities presents a unique
and timely opportunity to
enhance existing features, create
new amenities and make these
older, fully developed cities
more competitive with their
newer neighbors. Challenges
and opportunities include:

In an effort to promote non-
motorized transportation and
inner-city open space, the
Hennepin County Regional Rail
Authority and the City of
Minneapolis retained SRF
Consulting Group, Inc. to
provide design and engineering
services for the 29th Street
Midtown Greenway. .
Employing ISTEA funding, the
project will transform the
29th Street rail corridor into a
fast, pleasant, safe and barrier-
free route for bicycling, in-line
skating and walking.
Phase 1 begins at the City limits
on the west (France Avenue )
and continues east to 5th
Avenue South, a route of
approximately two miles. Phase
II extends east from 5th Avenue
to Hiawatha Avenue. The
project will be at or below street
grade with provisions for
convenient neighborhood
access. Connections to the
Southwest LRT trail in St. Louis
Park and the extention east to
the Mississippi River in Phase
III will ultimately create a non-
stop bicycle highway across
much of the south metro area.
Master planning.for the project
established a multiple-use
vision for the corridor with
urban design improvements
extending into the adjacent
neighborhoods.
A major part of this project is to
foster a sense of Greenway
ownership among the 15
