Moratorium
At the work session in June, the Commission and the City Council discussed placing a
moratorium on zoning actions for the East End study area. As a follow-up to that
discussion, the staff is seeking more information. There are several zoning items on
which a moratorium can be placed. The following are the different actions:
. rezoning
. re-platting
. conditional use permit
. Comprehensive Plan amendment
The Planning Commission, at their July 31, 2001, meeting, discussed the various
actions on which a moratorium can be placed. The Commission recommended that a
moratorium be placed on rezonings and re-plattings for the duration of the study.
The study consists of two areas, the primary and secondary study areas. If a
moratorium were considered, the Commission also recommended that the moratorium
be placed on the primary study area and that the North Annex and Alliant Tech sites be
moved to the secondary study area.
The kick-off meeting for the property owners is scheduled for September 27,2001. It is
the intent to discuss the moratorium with the property owners and hold the public
hearing after the meeting. Because of the public hearing notice requirements, the next
meeting after the publication" of notice would be October 16, 2001. If the City Council
indicates they would like to proceed, the action would be to set a public hearing for the
October 16, City Council meeting.
