. Acceptance of Petition to Medica, Their Contractors, and the Hopkins City Council
Proposed Action
Staff recommends adoption of the following motion: Move to accept the petition from
residents of the Hobbv Acres neiahborhood concernina the prevention of use of
Minnetonka Mills Boulevard as a construction site entrance/exit route to the SuperValu
North Annex site. and to place the petition on file.
Adoption of this action will officially accept the petition as submitted by Jonathan Marshall, 301
Sweet Briar Lane.
Overview
Mr. Marshall had contacted the City Manager concerning the potential Medica project on the
North Annex property, voicing concerns over the potential disruption to the neighborhood if
construction traffic were to utilize Minnetonka Mills Boulevard. The City Manager recommended
that Mr. Marshall continue with the petition process and submitting it to the City Council so that
they were aware of the concerns going into future project discussions.
Staff is recommending that the City Council accept the petition and place it on file so that it ison
the record and can be considered as part of any future redevelopment discussions.

Primary Issues to Consider
. Was Minnetonka Mills and Fifth Avenue slated for a construction route.
Discussions with Medica never reached the point of construction logistics, and
therefore, it is unknown whether or not Minnetonka Mills and Fifth Avenue would have
been considered for construction routes. Any future projects would need to
determine those logistics prior to construction.

Re: Cancelled Medica Project
Dear Steven,
Thank you very much for taking the time to speak me with last month. Please find
attached a petition of Hobby Acres residents requesting the prevention of the use of
Minnetonka Mills Boulevard as a construction site entrance/exit route to the Supervalue
North Annex site.

I appreciate that the petition may appear moot at this point in time. However, I would
appreciate it ifthe City of Hopkins would keep this on file, as I believe it is representative
of the areas thoughts for any major demolition and construction activity at this site. The
heavy use of this road for construction vehicles would be both a nuisance and a safety
issue and I, along with the other Hobby Acre residents, would prefer if such traffic was
directed to Excelsior Boulevard by any permits issued.
Along with the vast majority of Hopkins residents I remain excited about the efforts of
the City of Hopkins to attract new business operations to the area. However, this effort to
attract new businesses should remain tempered with the views and input of local
residents.
