COMPENSATION FOR MEMBERS OF THE NATIONAL GUARD
Proposed Action
Staff recommends that the Council approve the following motion: Move that the Hopkins City
Council approve Resolution 2001-89 authorizing supplemental pay for city employees who are
members ofthe State National Guard and are called up to active dutv.
Overview
Sergeant Chris Stroner has been called up for active duty to patrol local airports. His military
salary is less than the salary that the city pays. Some employers, generally businesses with more
than 500 employees, are providing additional compensation to their employees.
Staff is proposing that the City provide some additional financial assistance to Sergeant Stroner
beyond that required by law. Specifically the City would contribute enough money so that
Sergeant Stroner would receive 80% of his regular City salary when combined with his military
pay.
Primary Issues to Consider
o What other governmental units have adopted this policy?
Staff is not aware of any other city that has taken this action.
o Why put a time limit on this benefit?
During this time of budget constraints is it difficult to make an open ended
commitment.

RESOLUTION 2001-89
A RESOLUTION PROVIDING ASSISTANCE TO CERTAIN EMPLOYEES OF THE CITY
OF HOPKINS WHO ARE CALLED TO SERVICE WITH THE STATE NATIONAL GUARD
TO PROTECT CITIZENS
WHEREAS, The State of Minnesota has activated the State National Guard to provide additional
protection at local airports, and this call up for extended military duty was
involuntary; and
WHEREAS, persons so called to active military duty frequently suffer from a reduction of their
wages and benefits, thus bearing a disproportionate share of the burden of the present
emergency call up; and
WHEREAS, the citizens of this city support the efforts of our National Guard and the men and
women who are involved in the present duty;
NOW, THEREFORE, BE IT RESOLVED BY THE city Council of the City of Hopkins that the
following assistance be provided to employees of the City of Hopkins who are regularly
employed for more than 30 hours or more per week and who are called involuntarily to active
military service to provide additional protection at local airports:
In addition to the requirements of Minnesota Statutes Section 192.26 and following fulfillment of
any of the City's obligations therein, for a period not exceed six (6) months from the first day of
lost employment by the City directly due to such involuntary call to active military service, the
City shall pay to affected employees an amount equal to the difference between their military
pay and 80% of the regular wages the employee(s) otherwise would have received from the City.
BE IT FURTHER RESOLVED that this resolution shall take effect upon passage by the City
Council of the City of Hopkins.
