APPROVE PURCHASE OF UTnJTY EQUIPMENT
Proposed Action
Staff recommends adoption of the following motion: "Move that coul)cil approve the
purchase of a SCADA System Upgrade Package and the purchase of a Mobile Wat~r
Meter Reading Computer.
Overview.
Staff recommends that the City use some of the excess funds from the CIP that were set
aside to paint the Blake Water Tower to purchase the upgrade package for the Utility
SCADA Operating System and to purchase the MMI Mini...MobiJe Interrogator for
reading water meters. The bid for this equipment is $ 33,777.
The SCADA Upgrade will allow the Utility Division to keep up with the new technology
that is available today and will offer even more flexibility to monitor and operate the
Utility Division equipment.
The MMI Trace Mini-Mobile Interrogator is the next step toward monthly utility billing.
It will allow the residential meters to be read each month, and be billed monthly, making
the utility bill more manageable. The bid for this equipment is $ 30,370.

The bids were received from the vendors that supply the products and service for the
current operating systems that the City has in place now.
The SCADAequipment is 5 years old and it is no longer compatible with the new
systems that the City is now installing. This makes transferring data difficult if not
impossible. The new equipment will correct this problem, and will give the Utility
Division year~ s of service before the next system upgrade.
The purchase of the Mini-Mobile Interrogator is the next piece of equipment that will
allow the City to move into the next phase of water meter reading. With this piece of
equipment the entire city that has radio read meters would be read in less than one day.
The Mini-Mobile Interrogator is about the size of a cooler and can read up to 1800 meters
a minute with a range of 300'to 500' from the computer. The number of meters that can
be read is only limited by travel speed and meter installation density.
. Budget Infonnation
The funding for these purchases will be taken from the excess money that is in the CIP
for the painting of the Blake Water Tower Project. The Blake Tower project bid was
$ 210,000 and we bonded $ 500,000 for the project. Our Finance Director Yager
suggested this funding source because the City has already sold bonds and has the funds
available now) and this equipment wont has to be included in next years budget request.

The delivery schedule for the equipment will be as follows:
The SCADA equipment will be 6-8 weeks
The Mini-Mobile Interrogator will be 3-4 weeks.

DESCRIPTION
APPLICATIONS: The Badger Meter TRACE@ Mini Mobile Interrogator
(MMI) is a computer based data collection system designed for Radio
Frequency (RF) Automated Meter Reading data collection from TRACE
Remote and Pit Transponders. The suitcase-sized MMI offers flexibil-
ity to fit into any car, truck or van and is completely portable from
vehicle to vehicle.
CONFIGURATION: The MMI consists of an onboard computer with
Termiflex LCD, keypad, and diskette drive. The computer consists of
an Interrogation Transmitter, an 8 Channel Interrogation Receiver, and
a Global Positioning Satellite (GPS) receiver to track transponder lati-
tude and longitudinal position.
ROUTE LOAD/UNLOAD: Meter records can be transferred between the
MMI and the utility's PC, using software included with the MMI system.
A menu selectin for the data transfer is provided through Badger's
CONNECpM system software.
ROUTE INFORMATION: Street Address, Transponder Serial Number,
Latitude, Longitude, and Message are loaded for meter reading.
METER READING: Based on geographic location provided to the
computer by the GPS receiver, a signal is sent containing a sync-word,
command, and the unique serial number of meters within range of the
MMI. Upon recognizing its serial number, the meter transponder trans-
mits data to the MMI including: 10 Number, Meter Reading, Tamper
Status, and Check-Sum Value.
READING PROCESSING: The MMI receives this data on several
channels of the eight channel receiver. Matching serial numbers vali-
dates the data and allows additional processing including error detection
code analysis. Valid readings are then stored. Interrogation and data
capture rate is up to thirty meters per second, or 1800 meters per minute,
limited only by travel speed and meter installation density.
READING DATA STORAGE: The meter reading data stored for each
record includes: Current Reading, Serial Number, Tamper Status, and
position of MMI when reply was received.
DATA COMMUNICATION: A menu selection in the MMI software
provides output of the stored data in standard comma-delimited ASCII
format to a high density 3.5" diskette.
PERFORMANCE: The operating range from either a Remote or Pit
Transponder is dependent on signal propagation and Transponder
location. Obstacles including but not limited to building materials,
foliage, below grade mounting and metal objects either in the path or
near the desired line-of-site will affect signal propagation and can
reduce the typical reading range. Atmospheric conditions including but
not limited to rain, snow and relative humidity above 80% can also
reduce the typical reading ranges. The typical reading ranges below
are with a clear line-of-site:
MMI to Outdoor Remote Transponder - 500 feet Typical
MMI to Indoor Basement Ceiling Mounted Remote
Transponder - 300 feet Typical
MMI to Outdoor Pit Transponder - 150 feet Typical
ACCURACY: To insure accuracy of the reading, two comparisons are
made during interrogation and storage. First the meter transponder
responds only to a specific signal containing its unique serial number.
Second, an error detection code is calculated and added to the transmit-
ted data by the transponder and checked by the MM I. If the error detection
code of the transmitted meter reading matches that of the MM I receiver,
the data is stored. Any non-respondent transponder can be displayed at
any time giving the operator the option to return and individually interro-
gate that meter.
LICENSE REQUIREMENTS: The MMI system compiles with Part 90.63
of the Federal Communications Commission Rules and Regulations. A
license is required by the utility for its use.
