CR 01-123 Approve Amendment to Excelsior Blvd, Phase II C\TY OF m August 30, 2001 HOPKINS Council Report 2001-123 Approve Amendment to Excelsior Boulevard, Phase II Engineering Services Agreement Proposed Action. Staff recommends adoption of the following motion: Move that Council authorize the Mavor and City Manager to sign and execute amendment no. 1 to Excelsior Boulevard. Phase II Reconstruction Agreement for Professional Services in the amount of $7.160 for landscape and streetscape design services. Proiect 2001-05. Overview. On June 5, 2001 City Council approved an engineering services agreement with Bolton & Menk, Inc. (BMI) for design of the Excelsior Boulevard/Milwaukee St and Jackson Ave/St Louis St intersections and revisions to the Excelsior Boulevard design. On August 8, 2001 City Council approved the roadway plan preliminary layout. This amendment includes professional services regarding revisions to the current landscape plan and adds new concept landscape design & approvals plus final landscape design services at 7010 of construction cost to the current BMI agreement. Primary Issues to Consider. · Staff recommendation Staff recommends approval of the amendment. The proposed fees are reasonable plus Hoisington-Koegler Group has provided landscape/streetscape design services thus far on this project. They should be the designer of these revisions and new landscape areas. It is important that HKG coordinate closely with BMI on their design to ensure timeliness and constructability of the new improvements. Supporting information. · ~Mlletter and amendment Steven J. This includes the costs from Hoisington Koegler Group Inc. as well as the need for BMI staff to translate drawing from. Microstation to AutoCAD and to attend the preliminary meetings. The coordination of the landscape plans into the final plan set is already in our original agreement. This addendum is in regards to landscaping revisions and additions to the CSAH 3 / Excelsior Boulevard Improvement Project. 1.A. STREETSCAPING PLAN F or the purposes of this Addendum, Basic Services to be provided by the CONSULTANT and it's SUBCONSULTANT, Hoisington Koegler Group Inc., for the streetscape plans are outlined as follows: Construction plans and specifications shall be revised and created showing proposed streetscape landscaping along Excelsior Boulevard between TH 169 and Blake Road, and will also include St. Louis Street from Excelsior Boulevard to Jackson Avenue. This work will be completed in accordance with the approved layout for the Excelsior Boulevard / Milwaukee Street - St. Louis Street intersection. The plans will follow the same landscape concept as previously completed for Hennepin County CSAH 3 (Excelsior Boulevard) construction plans. I.B. ENGINEERING COSTS The engineering cost for the above described services is as follows: Phase 1 - Concept Stage (cost not-to-exceed) A. Translation of base drawings (2 times) $ 600 B. Landscape Concept Plans (by HKG) $5,200 C. BMI Administration (10%) $ 520 D. Two Meetings $ 840 Task Subtotal $7,160 Phase 2 - Construction Drawings Stage (cost not-to-exceed) A fee of 7% of the agreed cost estimate of the concept stage streetscape plus 10% of this sum for contract and invoice administration. A contract addendum will be prepared after concept approval to specifically identify a fee. Phase 3 - Construction Stage (hourly) Landscape staff time will be billed on an hourly basis at a rate of $90 per hour plus reimbursable expenses. This rate will be billed directly to the City of Hopkins by Hoisington Koegler Group, Inc. I.C. SIGNATURES This instrument embodies the whole agreement of the parties, there being no promises, terms, conditions, or obligation referring to the subject matter other than contained herein. This Agreement may only be amended, supplemented, modified, or canceled by a duly executed written instrument signed by both parties.
