Discussion-Police Civil Service Commission Abolishment
Time has been allocated on the September 11 work session for the purpose of bringing
interested parties together to discuss the issues and concerns relative to the
abolishment of the Civil Service Commission.
The Council has received a report from the department administration indicating their
concerns with continuing the Civil Service Commission process, and the Council has
also received correspondence from a labor group, indicating its concerns with the
abolishment.
The purpose of the discussion will be to identify the concerns from both perspectives
and to see if there is an ability to resolve the issue one way or another.
Invitations have been supplied to interested parties, asking them to attend the work
session and to provide their input at that time.

Knox property rezoning
On August 8, 2001, the City Council approved the first reading to rezone the Knox site
from Industrial to Business Park. Lonny Thomas, the attorney representing Knox,
appeared before the Council and asked that the rezoning be continued to allow Knox
more time. The rezoning was continued.
Since the first reading, Supervalu has expressed an interest in purchasing the property
for their truck maintenance facility.
The City Council should note that conditional rezonings are illegal. This means that a
rezoning cannot have a condition that it will be rezoned only if Supervalu purchases the
property.
If the City Council determines that the site should be left as industrial, the
Comprehensive Plan will be amended to industrial.

East CBD Project Discussion
Since the second round of interviews, both development groups have been informed
that the City Council will be considering the proposals at a special work session on
Tuesday, September 18. Due to time compression, there was not adequate time for
the Council to discuss what was heard during the second round of interviews.
Time has been scheduled on the September 11 agenda to allow the Council to have a
discussion about two primary topics. First, a discussion about the developers and to
share impressions from the information that is in hand to date about the developers and
their proposed projects; and secondly, to discuss and see if there is consensus around
the type of project that the Council would be interested in pursuing.
Based upon those two discussion points, we will be in a better position on the 18th to
decide if we are prepared to select a developer, or to obtain greater information leading
us toward a decision.
I have invited City Attorney Jerre Miller to attend the meeting on September 11 in case
there are questions regarding legal issues. Please contact me if you have specific
questions you would like information on prior to September 11.
