MINUTES
CITY COUNCIL WORK SESSION - AUGUST 21, 2001
A work session of the Hopkins City Council was held at 6:30 p.ln. on August 21, 2001, in the
Council Chambers at City Hall. Council members present were Mayor Maxwell and Council
members Brausen, Hesch, Jensen, and Johnson. City personnel present City Manager Steve Mielke,
Planning & Econolnic Development Director Jim Kerrigan, Jim Hartshorn, Econonlic Development
Coordinator, and Housing Coordinator Kersten Elverum. Sid Inman of Ehlers & Associates was also
present.
Discussion: Developer Selection for East End Project
There was a discussion of Council and staff opinions regardindg what they saw on the tour of
the Beard Group/Dominium and Cornerstone/Feffercorn projects. Following are some comments:
Karen:
. Didn't like Dominium cookie-cutter type housing
. Likes the James J. Hill building--questioned what it would look like with new
construction
. Didn't like Feffercorn retail
. Likes creativity of Cornerstone and stability of Beard
. Would like to see mixed rental and owner
Diane:
. Questioned how Cornerstone would construct type of housing proposed with new
construction
. Thinks Cornerstone is creative
. Didn't like any of what was seen at the Beard/Dominium project
. Thinks you can't control retail
Fran:
. Thinks you can control retail development
. Likes Cornerstone working with owners to design units
. Couldn't choose one over anodler from what she saw
Rick:
. Likes retail on Grand Avenue
. Said any developer can build the same basic Sheetrock-walled, etc., etc., units with no
place to park
. There will be a delnand for housing even if it's cookie-cutter

Gene:
. Likes Cornerstone
. DOlninion's got to show a lot more creativity than what was seen on tour
Staff detailed their overview of the different projects.
Discussion followed on how to proceed with selection. Second interviews were scheduled for
September 4, 2001.
General Consensus: Have staff talk to both Cornerstone and Beard Group about the
possibility of working together.
Discussion: Land Acquisition
Dan Wilson ofvVilson Developnlent Services discussed what he has done concerning the acquisition
of 704-706 Mainstreet. Mayor Maxwell also detailed his discussion with the owner's representative. It
was decided that at the HRA meeting this item would be continued for a two-week period.
