CR 01-203 Excelsior Boulevard Reconstruction and St. Louis St/Jackson Ave Intersection Construction . . . CITY OF ~ HOPKINS Council Report 2001-203 December 13, 2001 APPROVE FINAL DESIGN PLANS: EXCELSIOR BOULEVARD, PHASE II RECONSTRUCTION (Highway 169 - Blake Road) AND ST LOUIS ST/JACKSON AVE INTERSECTION CONSTRUCTION - HENNEPIN COUNTY PROJECT 9227 Proposed Action. Staff recommends the following motion: Move that Council adopt Resolution 2001-96. Resolution approvinq Excelsior Boulevard. Phase II reconstruction final plans - Hiqhwav 169 to Blake Road and St Louis Street/Jackson Avenue intersection construction final plans (Hennepin County Project 9227). This action authorizes the City and Hennepin County to proceed with developing the project construction cooperative agreement, Hennepin Countyto complete acquisition of permanent and temporary easements and Hennepin County to proceed with bid advertisement and contract award. Overview. On September 21, 1999 City Council approved Excelsior Boulevard, Phase \I reconstruction preliminary plans, layout 01 and on August 8, 2001 City Council approved a revised preliminary layout. The revisionwas necessary to approve the preliminary design of new signalized intersections at Excelsior Blvd/Milwaukee Street and at Jackson Avenue/St Louis Street. The basic project design has changed very little since preliminary plan approval. City staff, Hennepin County and Bolton & Menk, Inc. representatives will be present at the Council meeting to present the final design plans and answer questions Primary Issues to Consider. . Design revisions since preliminary layout approval There have been two changes to the preliminary layout. The free right turn lane from Milwaukee Street to eastbound Excelsior Boulevard has been straightened to allow for a better pedestrian route across the intersection. In addition, the traffic signals originally proposed for the Jackson Avenue/St Louis Street intersection are no longer needed and have been taken out of the project. The traffic signals were necessary to control the expected heavy traffic (5,120 trips/day) to/from the Medica corporate headquarters redevelopment. The intersection is now proposed to be an all-way (3-way) stop controlled intersection. It is necessary to include stop control on Jackson Avenue in order to improve pedestrian crossing safety for the regional trail users. . Right-of-way/easement acquisition Hennepin County Real Estate staff is currently formulating an offer to purchase the U-Haul property. They intend to mail the purchase offer and the mandatory 120-day property vacate notice within two weeks. Building demolition would occur in May, 2002. In addition, the Real Estate staff will soon send notice to the owners of property that is slated for partial taking. Right of entry on these properties is expected in June, 2002. The City is currently working on property descriptions for partial takings from SuperValu and Alliant-Tech properties. Staff and its consultant are working with SuperValu on property impacts to their parking lot on the east side of the Milwaukee Street facilities. . Council Report 2001-203 Page 3 Estimated cost of new intersection/roadway construction: $1,700,000 Estimated cost of new railroad crossing and signal system: $504,307 (based on 11/21/01 Canadian Pacific Railway estimate) The city's portion of new intersection and railroad crossing costs are to be paid from a TIF district 2-11 revenue bond. The city's portion of other roadway improvements, including right-of-way and landscaping, will be paid from the Municipal State Aid (MSA) account. . Project Schedule Based on 11/28/01 discussions with CP Railway, utility companies and Hennepin County personnel the project schedule has been revised as follows: Project Advertisement March,2002 Contract Award: June, 2002 Construction: July, 2002 - November, 2003 2002 construction would include: traffic shift to north side of existing roadway, utility construction (gas main replacements/relocations, new water main, new storm sewer), construct new south side (eastbound lanes). Four lane roadway would be restored for 2002/2003 winter exclusion period. 2003 construction would include: construct new north side (westbound lanes), complete new intersection work and new Jackson Avenue roadway north of Excelsior Blvd, restoration and landscaping. . Project Communications Plan There have been numerous, well-attended public meetings and several Sun Sailor and Hopkins Highlights articles on this project. Staff feels that the Hopkins community understands that this segment of Excelsior Boulevard will be under construction next year. Nonetheless, staff intends to provide another update via the Hopkins Highlights and Sun Sailor on or about March, 2002. This update will again report on the expected construction schedule and associated traffic impacts. By March, the County will be further along with its various Board actions and the project schedule and construction staging details should be more certain. As the construction start date gets close, staff anticipates an informational mailing to businesses and residents that are directly impacted by the upcoming construction. Once construction begins, there will be weekly information meetings at the on-site construction trailer, periodic project update newsletters and updates to Metro Traffic Control and local media. . . . NO. 27-603-29 WHEREAS, on August 8, 2001, by Resolution No. 2001-53, the City Council approved Hennepin County Layout No. 1 for the reconstruction of County State Aid Highway 3 (Excelsior Boulevard) from US Highway 169 to County State Aid Highway 20 (Blake Road), and WHEREAS, The City of Hopkins has received the final plans prepared by Enviroscience Engineering and Bolton & Menk, Inc. on behalf of Hennepin County for the proposed improvement of County State Aid Highway No.3 (Excelsior Boulevard) from US Highway 169 to County State Aid Highway 20 (Blake Road), Hennepin County Project No. 9227, S.A.P. No. 27-603-29, and WHEREAS, Hennepin County has requested that the City of Hopkins approve the final plans as identified above. NOW, THEREFORE, BE IT RESOLVED, by the City Council ofthe City of Hopkins, Minnesota that final plans be approved as prepared for the proposed improvement of County State Aid Highway No.3 (Excelsior Boulevard) from US Highway 169 to County State Aid Highway 20 (Blake Road), Hennepin County Project No. 9227, S.A.P.
