Authorize Bids, Knollwood Pond Improvements

Proposed Action.
Staff recommends adoption of the following motion: Adopt Resolution 2001-97,
Resolution Authorizinq Advertisement for Bids.
This action continues an assessable project for pond improvements.
Overview.
In 2000, City Council held a public hearing on this project, approved design plans and
ordered bids. Two bids that exceeded the engineer's estimate were received and City
Council rejected both bids. Since that date, staff has reviewed the bids and determined
that lower bids are likely if the project is bid such that construction can occur as one
continuous effort during winter/spring 2002. Additionally, staff has worked with the
neighborhood to revise the proposed neighborhood assessment method. The new
method calls for the 10 properties that face the pond to pay 25% of the assessment and
the remaining 42 properties to pay the remaining 75%. Based on a $52,500
assessment amount, the property assessments would be $1,312.50 for properties
facing the pond and $937.50 for all other properties.

Analvsis of Issues
· Scope of Improvements
The proposed improvements have not changed. They include erosion control along the
perimeter of the pond and island. The erosion control will consist of removing and
replacing existing grouted rip-rap, grading the existing slope and installing 12"-18"
Class II rip-rap, regrading and smoothing of slopes and plant a 4' - 6' wide buffer strip
of tall grass and wildflower seed, regrading of island eroded areas and plant shrubs or
install rip-rap. Install new top soil and sod throughout the pond perimeter area and
island area

RESOLUTION NO. 2001-97
RESOLUTION TO AUTHORIZE THE ADVERTISEMENT FOR BIDS,
KNOLL WOOD NEIGHBORHOOD POND IMPROVMENTS, CITY PROJECT NO.
00-14
WHEREAS, pursuant to a resolution passed by the City Council on March 6, 2001, plans
and specifications for improvements to the Knollwood neighborhood storm water
detention pond have been approved, and original bids received in March, 2001 were too
high and were thereby rejected by City Council.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. The City Clerk shall prepare and cause to be inserted in the official paper and in
the Construction Bulletin an advertisement for bids upon the making of such
improvements under such approved plans and specifications. The advertisement
shall be published twice before the date set for bid opening, shall specifY the work
to be done, state that bids will be received by the clerk until 1 :30 pm on the 8th
day of January, 2002, at the City Hall, and that no bids shall be considered unless
sealed and filed with the clerk and accompanied by a certified check or bid bond,
payable to the City of Hopkins, Minnesota for 5% of the amount of such bid.
2. The clerk and city engineer are hereby authorized and instructed to receive, open,
and real aloud bids received at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids, and the award of a contract, at
the regular City Council meeting of January 15,2002.
