ADOPTION OF 2002 HRA TAX LEVY
Proposed Action
Staff recommends adoption of the following motion: Move to adopt Resolution 01-098
approving the HRA tax levv collectible in 2002.
Adoption of this motion will result in the staff forwarding the appropriate documentation to
Hennepin County for completion ofthe property taxes for 2002.
Overview
The City Council and staffhave held a variety of meetings during 2001 to prepare for the
2002 HRA tax levy. The City of Hopkins has some real costs associated with
administering the operating costs of the Housing and Redevelopment Authority. There are
strict financial and technical limits upon tax increments used for these purposes. In 2002
the city is implementing an HRA levy which will help pay for administering the operations
ofthe HRA. The maximum levy allowed for the HRA is .0144% oftaxablemarket value.
The maximum for 2002 is $139,853.
At the writing of this report, several public information meetings have been held. It is
likely that additional changes will not occur prior to final adoption. Staff is recommending
that the council adopt the resolution approving the HRA tax levy of$100,00 for 2002.
Primary Issues to Consider
· Why an HRA levy?
The legislature substantially altered the tax system in 2002. This has resulted in limited
means or capabilities for future funding of administering the operations of
redevelopment and development activities in the City of Hopkins. The HRA levy will
ensure that there are adequate funds to support the administration of future
redevelopment and development activities within the city.

RESOLUTION APPROVING 2001 HOUSING AND REDEVELOPMENT AUTHORITY
TAX LEVY COLLECTIBLE IN 2002
WHEREAS, Minnesota Statutes, Section 469.033, Subdivision 6, allows the levy of a special
tax not to exceed 0.0144% (that is, .000144) of taxable market value for purposes specified
therein.
BE IT RESOL V~D BY THE COUNCIL OF THE CITY OF HOPKINS, MINNESOTA, that
the following sums of money be levied for the current year collectible in 2002 upon the taxable
property in said City of Hopkins, for the following purposes.

Total Levy $ 100,000
This levy is made based on current law, not to exceed 0.0144% of taxable market value of the
City for collection in 2002, as authorized by the Act and described above.
BE IT FURTHER RESOLVED, that the City Clerk is hereby ordered and directed to transmit a
certified copy of this resolution to the County Auditor of Hennepin County, Minnesota.
Adopted by the City Council ofthe City of Hopkins at the levy adoption presentation of the
Council held this 18th day of December, 2001.
