Knollwood Pond Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 2001-100. Resolution Orderinq Public Hearinq. Knollwood stormwater
detention pond improvements. Proiect 00-14.
This action continues an assessable project for pond improvements.
Overview.
In March, 2001 City Council held a public hearing on this project and ordered bids.
subsequently, two bids were received and both were rejected as they exceeded the
engineer's estimate. The pending assessments on Knollwood neighborhood properties
were cancelled. Since that date, staff has reviewed the bids, revised some costs and
determined that lower bids may be possible if the project is bid such that construction
can occur as one continuous effort during winter/spring 2002. Additionally, staff has
worked with the neighborhood to revise the proposed neighborhood assessment
method. The new method calls for the 10 properties that face the pond to pay 27.5% of
the assessment and the remaining 42 properties to pay the remaining 72.5% (see
attached petition). Based on a revised assessment amount of $64,400, the property
assessments would be $1,771.00 for properties facing the pond and $1,111.67 for all
other properties.

. Scope of Improvements
The proposed improvements have not changed. They include erosion control along the
perimeter of the pond and island. The erosion control will consist of removing and
replacing existing grouted rip-rap, grading the existing slope and installing 12"-18" Class
\I rip-rap, re-grading and smoothing of slopes and plant a 4' - 6' wide buffer strip of tall
grass and wildflower seed, re-grading of island eroded areas and plant shrubs or install
rip-rap. Install new topsoil and sod throughout the pond perimeter area and island area.

RESOLUTION NO. 2001-100
RESOLUTION ORDERING PUBLIC HEARING, KNOLL WOOD NEIGHBORHOOD
POND IMPROVMENTS, PROJECT NO. 00-14
WHEREAS, pursuant to a resolution passed by the City Council on March 6, 2001, plans
and specifications for improvements to the Knollwood neighborhood storm water
detention pond have been approved, and original bids received in March, 2001 were too
high and were thereby rejected by City Council and pending assessments were cancelled.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota:
1. The City Council will consider the aforesaid improvements in accordance with
the project design and the assessment of benefiting property for all or a protion of
the cost ofthe pond improvements pursuant to Minnesota Statutes Chapter 429 at
an estimated total cost of $130,000.
2. A public hearing will be held in the Council chambers of the City Hall at 1010
First Street South on Tuesday, January 15,2002, to consider said improvements.
The hearing time is 7:30 p.m.
The City Clerk shall give mailed and published notice of said hearing and improvements
as required by law.
Adopted by the City Council of the City of Hopkins this 18th day of December, 2001.

To the City Council of Hopkins:
This Additional Petition For Local Improvement is in addition to and an integral part of the Petition
For Local Improvement (dated November 29,2000). It does not supplant that Novemher 29,
2000 Petition. .
We, the undersigned, being owners of the properties located within the Knollwood Neighborhood
and which respective properties are generally adjacent to and generally surround the Knollwood
Pond, hereby petition that the Knollwood Pond (bounded by Park Terrace, Bridle Lane and Valley
Way) be i~proved by regrading pond banks, installing erosion protection measures, planting
vegetation and installing topsoil and sod to improve water quality, deter potential Canada Goose
population increases, enhance appearance and prevent bank erosion pursuant to Minnesota
Statutes, Chapter 429. The Knollwood Neighborhood consists of properties that contain single-
family residences. Its boundaries include the Hopkins City Limits directly north of Cottage
Downs, the Hopkins City Limits east of Edgemoor Drive, Minnesota State Highway Number
Seven on the south and Oak Ridge Road on the west. We believe that these pond improvements
benefit all property owners within this neighborhood and request that each property be assessed
accordingly. We agree to be assessed an amount that is slightly more than that of Knollwood
Neighborhood property owners whose properties do not generally surround the Knollwood Pond.
That assessment is estimated to be 27.5% of the total assessment of all the properties located within
the Knollwood Neighborhood.
