LRT REGIONAL TRAIL WINTER ACTIVITIES PERMIT
Proposed Action
Staff recommends adoption of the following motion: "Move to adopt Resolution 2001-72
approvina winter activities of hikina. bikina and pet walkina .on the four reaional trails in
Hopkins."
Overview
Hennepin Parks allows certain winter activities on the regional trails, contingent upon approval
from the Hennepin Parks Board of Commissioners. This approval requires a verification of
formal City Council Action approving the proposed activities. If no formal action is taken the
trails will be signed as closed, by order of the local City Council. This procedure is the same
as that used for the last four winter seasons.

Primary Issues to Consider
~ Certificate of Insurance
A certificate of insurance naming Hennepin Parks as an additional insured is required. .This
was completed last year as well and is taken care of by the Finance Director.
~ Is this process the same as the process used in other years?
This process is the same as that completed for the last four seasons. We experienced many
favorable comments on having the trails plowed and maintained for winter hiking. and biking.
There were no problems with vandalism. The maintenance tasks required snow plowing and
occasional sanding because of ice build-up.
~ What happens if the city does not approve a permit?
If the City Council does not approve a winter permit, Hennepin Parks will close the trails at the
city limits and post "Trail Closed" signs as per direction of Hopkins City Council.
~ Does this action impact additional funding or staff work loads?
City crews have been plowing and maintaining these trails for the last several winters. The
impact on staff is minimal to plow and sand. Use patterns are fairly high, which should justify
continued winter maintenance.

Authorization is hereby requested from the Park District Board of Commissioners to use portions of the
Regional Trail Corridor for winter use activities between November 15, 2001 and March 31, 2002, as
determined by each municipality within guidelines set forth herein on District property located within
individual City boundaries.
It is understood and agreed that approval from the Hennepin Parks Board of Commissioners is contingent.
upon the following conditions:
· The City will provide the Park District with a Certificate of Insurance, naming Hennepin Parks as an
additional named insured. Such certificate shall provide at least $1,000,000 aggregate or combined single
limit of general liability coverage for the requested winter use activities, with a maximum $10,000
deductible per claim.
· The City agrees to maintain the trail, including, but not limited to, any plowing, sweeping, s~ding,
packing, trash pick-up, and sign replacement, between November 15, 2001-March 31, 2002. The City
further agrees to immediately address all safety issues on or adjacent to trails.
· The City will provide signage at locations approved by the Park District notifying the public of
authorized winter activities within its city limits; activities may include, but are not limited to, hiking,
biking, snowmobiling, cross-country skiing, snowshoeing, or pet walking. Winter use signs must be
installed by the City at designated locations prior to November 15, 2001 and removed by the City no
later than April 15, 2002. These signs are totally the responsibility of each municipality.

· Snowmobiling is not allowed on asphalt trails. Permitted use for snowmobiles will be limited to direct
crossing and/ or in areas where the snowmobile trail is kept from running on paved trails and bridges. If
snowmobiling is permitted, cities must take steps to keep snowmobiles from damaging paved trails,
bridges and other property.
· The City agrees to enforce rules and regulations established by the municipality as part of its request for
a Winter Use Permit.
· The City agrees to repair all trail surface damage that occurs as a result of winter trail activities and/ or
maintenance, including, but not limited to, bituminous/concrete repair, bridge deck repair, grading or
adding aggregate pursuant to guidelines established by the Park District.
· The City agrees that winter trail use will be available to all persons, regardless of residence.
Each City is required to submit its annual permit requests, including proposed rules and regulations,
by , after which the Park District may take up to 45 business days to process.
Each permit request must be submitted as a result of formal City Council action, with accompanying
verification, agreeing to the terms and conditions outlined by the Park District's Winter Use Permit. It
should be further understood that no winter activity will be allowed on segments of the Regional Trail
Corridor where municipalities do not request and receive permits.
The Park District reserves the right to terminate a permit at any time, if the conditions set forth herein are
not followed.

P ARK BOARD MEETING MINUTES
SEPTEMBER 17, 2001
A regular meeting of the Hopkins Park Board was held on September 17, 2001.
I. Call to Order
Chairperson M. Kuhl called the meeting to order at 6:33 P.M.
II. Roll Call
Present were Park Board members: Mark Kuhl, Patty Schuessler and Richard Niemann
and Bill Gullickson. The new appointee to the Park Board; Dave Specken was yet to be
sworn in by the City Council and was not present. Also present was Hopkins staff liaison
Ray V ogtman.
m. Approval of Minutes for July 16,2001.
R. Niemann moved and P. Schuessler seconded a motion to approve the minutes for the
July 16, 2001 meeting. On the vote: M. Kuhl, R. Niemann, P. Schuessler and B.
Gullickson voted yes. The minutes were approved 4 - O.
IV. Business
A. New Board Member
The Board was given some background information and notified that Dave Specken was
the appointee to fill the vacant Park Board position. No action was necessary.
B. Regional Trails Winter Use Permit
The Board members were given background information on the permit and the need for
formal action. B. Gullickson moved and R. Niemann seconded a motion to recommend to
Council. that a regional trail winter use permit be submitted to the Park District Board of
Commissioners to use the regional trails in Hopkins for the activities of hiking, biking
and pet walking. On the vote: M. Kuhl, R. Niemann, P. Schuessler and B. Gullickson
voted yes. The motion was approved 4-0.
C. 2002 Solheim Cup
Kelly HYDe, Tournament Director for the Solheim Cup was introduced. She gave the
board members a history of the Solheim Cup . and the background information on the
request to use Interlachen Park the week of September 16th - 22nd, 2002. After discussion
of the event and giving consideration to the physical impacts to the park and surrounding
neighborhood, a motion was made. R. Niemann moved and P. Schuessler seconded a
motion to recommend to Council that the request to use Interlachen Park be approved
with the understanding that a contribution to the Park Dedication Fund be made in an
amount not less than $5,000.00, and that the Interlachen Park Homeowner's Association
also approve of this event. On the vote: M. Kuhl, P. Schuessler and R. Niemann voted
yes. B. Gullickson abstained as he is both a member of Interlachen Country Club and a
member of the neighborhood association. The motion was approved 3-0.
D. East Minnetonka Citizens Association
Judy Reineker was present and gave some background information and a description of
some open space property located in Minnetonka, north of Minnetonka Boulevard; west
of Minnesota Highway 169. The association is making an effort at preserving this open
space from development. It was explained that this open space is beneficial to both
communities. The presentation was informational only and no action was required.
E. All parks were reported to be in good condition. No repairs or suggestions were made.
H. Park Update
Staff member R. V ogtman gave an update of the current work status of the parks and
forestry employees and projects.
I. Hopkins/Minnetonka Joint Recreation Board Meeting
The last meeting was September 12, 2001. Much discussion was on the closing date for
Shady Oak Beach. Board members were concerned that the beach closes too early and
would like to see the beach remain open through Labor Day. Staffing was given as the
reason it was difficult to stay open any longer.

VI. Next Scheduled Meeting
The next scheduled meeting is November 19, 2001 at 6:30 p.m. in the City Council
Chambers.
VII. Adjournment
B. Gullickson moved and P. Schuessler seconded a motion to adjourn. On the vote: M.
Kuhl, R. Niemann, P. Schuessler and B. Gullickson voted yes. Motion to adjourn at 8:00
p.m. was passed 4 - O.

RESOLUTION APPROVING REGIONAL TRAIL WINTER USE
WHEREAS, it is understood and agreed that year round activities such as hiking, biking and pet
walking are beneficial to the health and well..being of all persons, and
WHEREAS, the City agrees that winter trail use will be available to all persons, regardless of
whether or not they are City residents, and
WHEREAS, The City encourages. such health related winter activities by maintaining four
regional trails between November 15 - March 31, and
WHEREAS, maintenance includes plowing, sweeping, sanding, trash pick-up and sign
replacement and immediately addressing all safety issues,
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins, Minnesota,
hereby requests from Hennepin Parks the authorization to allow winter use activities such as
hiking, biking, and pet walking on the four regional LRT trail corridors located in the City.
Adopted by the City Council of the City of Hopkins, Minnesota, this 16th day of October 2001.
