USE OF 2001 LOCAL LAW ENFORCEMENT BLOCK GRANT FUNDS

Staff recommends adoption of the following motion: Move that the Council aoorove the recommended use of
funds for the 2001 Local Law Enforcement Block Grant towards the purchase of computer eauipment.
Overview
The Bureau of Justice Assistance (BJA) has offered funding to law enforcement agencies to underwrite
projects to reduce crime and improve public safety through the Local Law Enforcement Block Grant (LLEBG)
Program. The City of Hopkins has received initial approval in the amount of $11,843.
The Police Department recommends the funds be used to purchase 3 computer workstations. These stations
will replace older stations. The remainder of the monies will be used to replace older office/squad room
furniture. The purchase of computers and related equipment qualifies under the purpose area specified in the
grant conditions of law enforcement support - procuring equipment, technology, and other materials dir ctly
related to basic law enforcement functions.
The BJA requires a separate Advisory Board made up of specific organizational representatives such as the
~rosecutor's office, court system, local schools and community groups active in crime prevention must also
.view the intended use and make a non-binding recommendation. This board has supported the Police
Department recommendation. A public hearing must be held by the local governing authority to review the
intended use and recommendation.
This will be the fifth year that funding from LLEBG has been recommended to support the development of the
department's computer system and second year for updating the workstations. Under the conditions of th
grant, the department is obligated to show an additional $1,316 of computer system development/workstation
upgrades from budgeted monies.
Primary Issues to Consider
Upgrades in workstations and additional equipment will allow for improved use of the computer
records systems in the department.

RESOLUTION APPROVING USE OF 2001 LOCAL LAW ENFORCEMENT BLOCK
GRANT FUNDS
WHEREAS, the Bureau of Justice Assistance (BJA) has offered funding to
law enforcement agencies to underwrite projects to reduce crime and improve

and
WHEREAS, the City of Hopkins has received initial approval in the amount

NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota that the funds be used to purchase 3 additional computer
workstations. The remainder of the monies will be used to replace older office
and squad room furniture.

1. Support Law Enforcement

ELIGIBILITY
a. Hiring, training, and employing on a continuing basis, additional law
enforcement officers and necessary support personnel. For the purposes
of this program, a law enforcement officer may be police, corrections,
probation, parole, or judicial officers.

b. Payment of overtime to currently employed law enforcement officers and
necessary support personnel for the purpose of increasing the number of
hours worked by such personnel.

3. Establish or Support Drug Courts
a. To be eligible, a drug court program MUST include continuing judicial
supervision over offenders who are substance abusers, but not violent
offenders.
b. Integrate administration of other sanctions and services which shall
include:
1. Mandatory periodic testing of each participant for the use of controlled
substances or other addictive substances during any period of supervised
release or probation;
2. Substance abuse treatment for each participant;
3. Probation or other supervised release that involves the possible
prosecution, confinement, or incarceration because of noncompliance with
program requirements or failure to show satisfactory progress; and
4. Programmatic offender management and aftercare services such as
relapse prevention, vocational job training, and job and housing placement.

Evaluation. In order to evaluate Drug Court effectiveness, it is suggested
that you collect and maintain the following data:
1. Follow-up data on program participants' criminal recidivism.
2. Follow-up data on drug use relapse, to the extent feasible.
The data should be collected for the duration of program participation and
for a minimum of three years following formal release from the drug court
program. The data will be most useful when the data for the drug court
participants is compared with that for similar non-participants.
4. Enhance the Adjudication of Cases Involving Violent Offenders
Includes cases which involve violent juvenile offenders. For the purposes
of this program, violent offender indicates a person charged with
committing a Part I violent crime (murder, rape, robbery, and aggravated
assault) as defined under the Uniform Crime Report (UCR) Program.
5. Establish Multijurisdictional Task Forces
The task force should concentrate on rural areas and be composed of law
enforcement officials who represent units of local government. The task
force will work with federal law enforcement officials to prevent and control
crime.
6. Establish Crime Prevention Programs
Crime prevention programs should involve cooperation between
community residents and law enforcement personnel to control, detect, or
investigate crime or the prosecution of criminals.
7. Defray the Cost of Indemnification Insurance for Law Enforcement
Officers
Supply insurance for law enforcement officers to cover damage from willful
acts by officers to offenders who are lawfully carrying out their duties.
Prohibited Uses
Unallowable expenditures from the LLEBG Program are to purchase,
lease, rent, or acquire any of the following:
! Tanks or armored vehicles
! Fixed-wing aircraft
! Limousines
! Real estate
! Yachts
! Consultants

! Vehicles not primarily used for law enforcement
! New construction. However, renovations of facilities are permitted when
specifically approved by BJA and the Office of the Comptroller. These
costs may not exceed 10% of the total federal funds utilized in a given
purpose area.
